Africa-Press – Angola. The provincial governor of Cuanza-Sul, Narciso Benedito, called on the population in the city of Sumbe to be vigilant against acts that jeopardize public order and tranquility. The appeal was made during the public presentation of the Provincial Council for Community Surveillance, which took place in the auditorium of the provincial government “Armando Fandamo Ndembo”.

Narciso Benedito stressed the need for everyone to be vigilant against acts that prevent each person from enjoying tranquility, success and peace in the development of their activities.

“In our neighborhoods, villages, ombalas, and even in the positive powers that be, it is only possible to have a viable life if each one of us is vigilant against all acts that jeopardize tranquility, success and peace”, he stressed.

The governor said that the creation of the Provincial Community Surveillance Council arose from the need to protect, within communities, the right to life, physical integrity and private property of each citizen.Narciso Benedito added that being vigilant means being alert to all manifestations that may jeopardize the tranquility and viability of people’s existence in their territories.

On the other hand, Narciso Benedito said that combating illegal immigration, illicit activities and reporting such acts also involves the vigilance of all citizens in their localities. The government official called on the councilors to strictly comply with the missions set out in the Council’s regulations.

“It is important that each councilor takes responsibility for fulfilling the missions assigned to them according to the regulations, remembering that the regulations are a document approved by Presidential Decree, hence the obligation to comply with, perform and respect the missions, ensuring the tranquility and security of the populations”, he stressed.

Also regarding the guarantee of the tranquility of the populations and the viability of their lives, Narciso Benedito proposed the creation of an “Ad hoc” Commission, which will allow the Council to be more effective and functional.Under the terms of article 16 of Presidential Decree No. 36/24, which creates the Provincial Community Monitoring Commission, Narciso Benedito proposed that the provincial delegate of the Ministry of the Interior, assisted by the provincial delegate of the State Information and Security Service, coordinate the Ad Hoc Commission, and that the director of the Legal Office of the Provincial Command of the National Police and the provincial representative of the Criminal Investigation Service (SIC) be members.

Community leaders praise the measure

Pastor Lúcia Chitula said that the establishment of the Provincial Community Monitoring Council will help reduce the crime rate within communities and improve interaction between citizens and the justice administration bodies.

Lúcia Chitula reaffirmed the church’s commitment to moral and civic education programs, because it is necessary to teach citizens how to behave in society. “The church is the moral reserve of society, so it is our duty to educate our members and the general population about the rules of coexistence, for a fair and harmonious society,” he said.

For soba Augusto Fiteira, the creation of the Community Surveillance Council is timely, as it is the body that will respond to discussions, complaints and reports about public safety and tranquility that arise within the communities.

“In the Community Monitoring Council, we will be able to share complaints and reports that arise within the communities, so that we can reduce the crime rate,” he said.

Augusto Fiteira said that his role, as a traditional authority, is to inform the justice authorities of all illegal acts that occur in the community, in order to help resolve the problem in the best possible way.

The soba also said that he has received many complaints and reports of criminal acts, with young people being the main suspects of such practices.

“Today, delinquency has increased a lot, and what saddens us is to see that most of these citizens who commit these illegal acts are young people, who end up compromising their future, because of their immediacy,” he highlighted.

Augusto Fiteira said that every day he receives cases of crimes involving young people, due to excessive consumption of alcohol, drugs and lack of employment.”

He stressed that the lack of employment has a major impact on the increase in crime, as frustration leads many young people to use alcohol and drugs, and as a consequence of the excessive use of these substances, some end up stealing, raping and even killing, the chief lamented.
