Africa-Press – Angola. The new commander of the Central Military Region (RMC), Lieutenant General Paulo Silva Xavier, began his duties Wednesday, becoming the ninth leader in the history of the military institution.
To mark the beginning of his functions, the new commander was presented to the troops on parade, moments after having received his leadership and command portfolios from Lieutenant General Dinis Segunda Lucama, in an act guided by the Army commander, General João Serafim Kiteculo.
Lieutenant General Dinis Segunda Lucama, who has led the troops of the RMC, which covers the provinces of Benguela, Bié, Cuanza Sul and Huambo (headquarters) since 2017, was appointed to perform the same functions in the North Region (Bengo, Cuanza North, Malange, Uige and Zaire).
The region’s first commander, from 1993 onwards, was General Armando da Cruz Neto, followed by Macedo Amaral “Violência” (lieutenant general), Mateus Ângelo Vietname (general), Jaque Raul (general), Matias Lima Coelho Nzumbi ( general), Manuel dos Santos Hilário (general) and Eugénio Figueiredo (lieutenant general).
When intervening in the act, the new commander of the RMC, Lieutenant General Paulo Silva Xavier, expressed his total availability to work with everyone, in the fulfillment of the mission.
“You can count on me and we are together (…)”, concluded the military official.
In turn, the outgoing commander of the RMC, Lieutenant General Dinis Segunda Lucama, thanked the support and dedication of the troops, mainly in support for demining actions, construction of bridges, roads and the implementation of agricultural and livestock projects in the units castrenses.
He referred that the contribution of the troops made it possible to catapult this military zone onto the path of balanced and harmonious development, as the soldiers knew how to place, at the right time, their own differences, converging on a common ideal of brotherhood and reciprocal respect, a fact that constitutes, for itself an example worthy of particular reference.
He said that the Central Military Region Command paid special attention to the personnel, from military, patriotic, legal, civic, moral and health education, as well as the creation of minimum living and quartering conditions, in addition to supporting provincial governments in vaccination campaigns and other actions aimed at the well-being of communities, with emphasis on combating the Covid-19 pandemic.
The military official, who asked the new commander for the same support, also pointed out, among the main actions of his consulate, the securing of the general elections of 24 August 2022.
Military – moral reserve of the State
When intervening in the act, the commander of the Army, General João Serafim Kiteculo, General João Serafim Kiteculo, considered the military as the moral reserve of the State and, for that, he must adopt a positive posture and become a social activist, with a view to influencing society for good deeds, taking into account the need to fulfill the oath of flag.
Accordingly, he appealed for the unity and cohesion of the troops and cohesion, as the commanding flag of the military institution.
“If we are divided, we will not achieve our objectives, together we will be stronger and more capable, hence the need to be vigilant and not allow intruders to appear with the intention of dividing us”, warned the Army commander, recalling the military maxim, according to which “one for all and all for one”.
For this reason, he instructed unit and brigade commanders to convey to the military the content of this motto and its meaning for military life, with the aim of reinforcing military discipline, respect for national symbols and other aspects linked to patriotism, as FAA constitute society’s moral reserve.
In case of non-compliance, he said, the related bodies of the Army will be able to use the tools at their disposal to impose military discipline and combat misconduct in the corporation.
The general instructed the troops to provide full and conditional support to the new commander, in order to achieve the established objectives.
During the act, which had the inclusion of the National Standard in another important moment, the Army commander also presented Brigadiers Sapalo Baptista Tchimuenguela and António Samuel Chipingha, second commander and Chief of Staff of the Central Military Region, respectively.
Brief journey of the new commander
Born in the province of Namibe, before his appointment, investiture and presentation to the post of commander of the RMC, he performed the duties of deputy commander of the Northern Military Region.
He entered military life on November 2, 1983, having held various positions and specialized in various areas of the military branch.
The Central Military Region, the fifth in the country, along with the South, North, East and Luanda military regions, whose headquarters are in the Santo António neighborhood, on the outskirts of the city of Huambo, comprises, in addition to Huambo, the provinces of Benguela , Bié and Cuanza Sul.
