The new Basic Law of the National Professional Training System will constitute an instrument that will adjust professional training to the needs of the labor market, said this Wednesday, in Ndalatando, Cuanza Norte, the specialist in Law from the Ministry of Administration Public Work and Social Security, Miguel Mbango.
Miguel Mbango made this statement during the provincial meeting for the presentation and public consultation of the proposal for the Basic Law of the National Professional Training System, promoted by the National Institute of Employment and Professional Training (INEFOP).
According to the specialist, the application of public policies and national programs with a view to ensuring the qualitative training of technicians, requires the adoption, improvement or modification of the normative instruments of professional training in Angola.
He added that, with this action, the Executive intends to conform the new diploma with the constitution in force since 2010 and, on the other hand, with recent international treaties and agreements.
He referred that the current legislative diploma, which has been in force for 30 years, in which important transformations were carried out in the labor market, is out of step with the current circumstances of the country and the external conjuncture,
He clarified that the new diploma proposed by the Executive will modernize the National Professional Training System.
Among the innovations that it will bring, he pointed out the double certification, which will allow the trainee to obtain both a professional and an academic certification at the same time.
He also pointed out the validation and certification of professional technical knowledge acquired in the workplace for individuals who have never attended a training institution.
It will also promote semi-presential and distance professional training, cases not provided for in the current diploma, in addition to ensuring certification in line with the national qualifications system and the quality assurance system for technical education and professional training.
The meeting is attended by representatives of public and private professional training centres, educational institutions, INEFOP technicians, specialists in professional training and guests.
