New political-administrative division poses challenges to governance – says Minister of Territory

Africa-Press – Angola. The Minister of Territorial Administration, Dionísio da Fonseca, said Thursday in Lucala, Cuanza Norte province, that the implementation of the country’s new political-administrative division poses challenges to governance.

The challenges are embodied in the creation of conditions for the effective provision of services to the population.

According to the minister, who was speaking at the end of the 48-hour visit to Cuanza Norte province, the government’s project for the country’s new political-administrative division focuses on improving the quality and bringing basic social services closer to citizens.

“Once implemented, citizens will no longer have to travel long distances to satisfy their needs”, he concluded.

He specified that the Executive is working on mobilizing financial resources, to ensure that the citizen has education, health, identity card and other services close to him.

He says he understands society’s skepticism in this proposal, but advises citizens to think about a long-term project, rather than the immediate one.

The proposal for a new political-administrative division of the country provides for the division of the provinces of Moxico and Cuando Cubango, making 20 territories at provincial level, to the detriment of the current 18.

It also provides for the elevation of communes and districts to municipalities, with the country having to have 581 municipalities, instead of the 164 existing now.

The proposal is currently in public consultation for possible contributions from citizens to its improvement, and should subsequently be submitted to the National Assembly for approval.
