Africa-Press – Angola. Politicians in the province of Bié considered yesterday, in the city of Cuito, important the implementation of the new Political-Administrative Division (DPA) of the country, for contributing to the improvement of the quality of life of the population.
Speaking to press yesterday about the proposal for a Law on the New Political-Administrative Division, politicians from the MPLA, UNITA, PRS and the Democratic Bloc considered its implementation pertinent, but warn of its implementation in a phased manner, as it is a new, complex process and with many challenges in governance.
The second secretary of the MPLA in Bié, Anastácio Severino Sambowe, referred that the new DPA aims, in the short term, to combat local asymmetries and improve the quality of life of the populations.
He added that the proposal for the Law of the New Political-Administrative Division, which has already been consulted at the level of municipalities and measures, will bring some advantages in terms of socio-economic development of localities, thus combating regional asymmetries.
“The advantages are several. There are localities, because they are not budgeted, they have difficulties in implementing some programs. With the DPA, the administrator will be able to prioritize investments according to the priority of the population in the said district”, he exemplified.
According to Anastácio Severino Sambowe, the communes that already have a level of population growth and decent structures, if they are elevated to the category of municipality, will be able to achieve development in a short period of time and improve the quality of life of the populations.
He also said that the new DPA, in addition to expanding and bringing social services closer to the population, with the construction of more hospital units, schools, new roads, bridges and others, will create job opportunities for youth, who struggle to improve living conditions of their families.
To this end, he advised the population, especially the youth, to have faith and hope in better days, having clarified that the MPLA has always worked for the well-being of its people.
The second secretary of UNITA in the province of Bié, Aurélio Mesquita Marques, is of the opinion that it should be carried out in a phased manner, following criteria such as number of inhabitants, levels of productivity (socio-economic) and extension of the territory.
According to him, although his party (UNITA) does not support the proposal of the Political-Administrative Division, even so, if it becomes effective, it will allow the increase of new employees of municipal and communal administrations.
However, he defended the implementation of the autarchies, which, in his opinion, will allow a proximity governance, where the State Budget will be spent based on the real needs of the communities, and quickly boost the growth of cities and towns in the country.
For the provincial secretary of the Democratic Bloc in Bié, Jaime António Jamba, the proposal for a Law on the New Political-Administrative Division of the country is pertinent, as it will contribute to the fight against vices in public administration, such as embezzlement, “friendship”, corruption and others. evils.
For him, the new Political-Administrative Division of the country will also contribute to the improvement of justice services, especially birth registration, identity cards and other documents for citizens.
The provincial secretary of the Social Renewal party (PRS) in Bié, António Armando, who also supports the gradual implementation, called on the Executive to create as soon as possible the conditions for the implementation in the country of the decentralization of local power (municipalities).
The proposed Law for the New Political-Administrative Division of the country aims to promote the harmonious development of the national territory.
It should go to Parliament after approval of its final version by the Council of Ministers.
The project proposes to change the State’s model of municipality, approved by the Council of Ministers, with the division of the provinces of Cuando Cubango and Moxico into two, thus making twenty (20) provinces and an increase from 164 to 581 municipalities.
With an estimated population of approximately two million inhabitants, the province of Bié has nine municipalities, namely Cunhinga, Andulo, Nharêa (east), Catabola, Camacupa, Cuemba, east, Chitembo (south), Chinguar (west) and Cuito, provincial capital, and 30 communes.
