Aia-Eza da Silva responded to the deputies’ concerns about the application of surpluses in the price of a barrel of oil. Much questioned by opposition deputies, the Secretary of State explained that, through the Integrated Plan for Intervention in Municipalities (PIIM) and resources from oil surpluses, many works are being resumed and completed and that throughout the year some will be completed.

Aia-Eza da Silva admitted the existence of many works stopped for a long time, but stressed “that, currently, it is very rare to have works completely paid for, and without physical execution”. On the other hand, Aia-Eza indicated that in the third quarter of 2021, the price of a barrel of oil was 72.4 dollars, oil production was approximately 1.1 million barrels per day, while the inflation rate was approximately 19 percent. . In this context, revenue in the referred period was 3.8 billion kwanzas, which represented a budget execution of 26 percent of the budgeted total, while expenditure amounted to 2.9 billion kwanzas, which represented 20 percent of the execution of the total budget. budgeted expense.

The Secretary of State for Budget and Public Investment stressed that domestic debt issues amounted to 381 billion kwanzas, while debt service amounted to 944 billion. In the fourth quarter, she said, the price per barrel was quoted at US$79.8, a daily production of 1.1 million barrels, with inflation corresponding to 27 percent.

Revenues in the fourth quarter amounted to 4.2 billion kwanzas, representing an execution of 29 percent in relation to the budget.

MPLA deputy João Guerra spoke about the structuring programs that have been successfully implemented by the Executive, with emphasis on Social Cash Transfers (Kwenda), which is lifting thousands of vulnerable families out of poverty, the Food Reserve, which is allowing the prices of basic products to fall considerably.

João Guerra stressed that the diversification of the economy is the way forward for the country to stop depending on oil. As a large-scale project, recently inaugurated, he pointed to the Water Transfer Channel from the Cunene River (Cafu), which already minimizes the impact of the drought phenomenon, which affects thousands of people and their livestock in the southern provinces of the country. .

Other MPLA deputies, such as Joanes André, Jesuíno Manuel da Silva and António Evaristo, highlighted the great achievements that are taking place throughout the country, and encouraged the Executive to continue with the construction of social projects to solve citizens’ problems.

Most of the opposition deputies who intervened in the debate on the two reports questioned the destination given to the money raised by the differential in the price of a barrel of oil in the year 2021, as well as the failure to deliver the same to Parliament.

The parliamentarians also underlined the need for the Executive to pay greater attention to the inspection of the various works implemented throughout the territory, within the framework of the PIIM, to avoid the repetition of budgets in a short space of time.

André Mendes de Carvalho, from CASA-CE, said that his bench abstained from voting on the two reports, “because he believes that there is still much to be done in the social sector, especially in the area of ​​Health, where malaria (the main cause of mortality in the country) continues to be ignored.

He denounced that malaria, for example, in Namibe province, is causing kidney failure to several citizens, who seek treatment at Hemodialysis Centers in Huíla province. “We have to reverse this situation. That among the funds allocated to the social sector, the treatment of malaria is prioritized, but without neglecting the attention that must be paid to Covid-19”, recommended André Mendes de Carvalho.

Independent deputy Manuel Mucanda denounced that in Centralidade 5 de Abril, in Namibe province, 450 occupied but uninhabited residences are being vandalized by unknown individuals. Mihaela Webba, from the UNITA parliamentary bench, said that her party voted against the two draft resolutions, “understanding that the Executive comes to Parliament not to render accounts, but to present levels of execution of the OGE with data far below the desirable ”.

The Ombudsman defended yesterday, in Luanda, the creation, at the level of Parliament, of a human rights and anti-torture commission. Florbela Araújo expressed interest in the creation of the aforementioned commission, after presenting to the National Assembly the draft resolution of the annual report on the activities of the Ombudsman 2021, which was unanimously approved.

He announced, for this year, the opening of representations of the Ombudsman’s Office in the provinces of Benguela, Cuando-Cubango and Namibe, for which he said the heads of services had already been appointed. At the international level, he spoke of the signing of agreements with their counterparts in Cape Verde, Portugal, Zambia and Mozambique, with a view to strengthening cooperation and knowledge sharing in the areas of rights, freedoms and fundamental guarantees of citizens.
