Africa-Press – Angola. The parliamentary groups of the MPLA, UNITA, PRS/FNLA and the representation of the PHA meet, this Friday, to approximate positions around the proposed Law on the Institutionalization of Local Authorities (Executive) and the draft Law on the same matter, initiated by UNITA.

Speaking to the press this Thursday, the fourth vice-president of the UNITA parliamentary group, Olivio Nkilumbo, informed that his party had extended an invitation to civil society representatives to take part in this meeting.

The National Assembly suspended the discussion, in particular, of the Proposed Law on the Institutionalization of Local Authorities (Executive) and the Draft Law on the Effective Institutionalization of Local Authorities (UNITA), to agree on positions and prepare a single document.

The leaders of the MPLA and UNITA parliamentary groups decided to create an inter-party negotiating committee to bring together positions for the preparation of a single document that will be debated in the AN’s specialized committees on the matter.

According to deputy Olivio Nkilumbo, the UNITA parliamentary group expresses its availability and commitment to the necessary consultation, aiming to prepare specialized debates on the institutionalization of local authorities in the country.

The Executive Proposal and the UNITA Bill on the Institutionalization of Local Authorities were generally approved by votes against.

The Executive’s Proposal aims to establish the rules on the institutionalization of Local Authorities and transition measures between the State’s local administration and the autonomous administration.

The diploma determines the acts and formalities for the institutionalization of local authorities and the acts that must be carried out to ensure a responsible and efficient transition from State local administration bodies to local government bodies capable of safeguarding national unity and the balanced and harmonious development of the country.

The Bill, initiated by the UNITA parliamentary group, aims to effectively institutionalize local authorities in all municipalities.

The Local Legislative Package already contains ten of the 13 legal instruments that will regulate the exercise of local authority power in the country, within the framework of the ongoing local authority implementation project.

The diplomas, promulgated by the President of the Republic, define the general framework for attributing powers of the municipal function, composition and functioning, as well as the principles and rules.
