Africa-Press – Angola. The President of the Republic, João Lourenço, authorized, in an Order, the expenses for the rehabilitation of Estrada Nacional (EN) no 105, in the Benguela/Catengue/Chongorói (Benguela) and Quilengues/Matala diversion (Huíla) sections, in a length of 303 kilometers.
This is Presidential Order No. 268/23 of November 6, which authorizes the expense and formalizes the opening of the Simplified Contracting Procedure, using material criteria, for reasons of external financing, for the conclusion of works and oversight.
The execution of the rehabilitation works of the section in question is valued at more than 339 million US dollars, and its inspection will cost 7.2 billion kwanzas.
According to the Order, this is a fundamental section of road due to its geographical location and the role it plays in connecting two large population centers in the Southern Region of the country, namely the capital of the provinces of Benguela and Huíla, as well as as the link between the interior and the south coast.
The Executive also argues that the aforementioned section presents a state of “deep degradation” in part of its length, with a lack of longitudinal and transversal drainage means, which in itself accelerate the destruction of the pavement, putting the road safety of a road at risk. of the busiest roads in the country.
The rehabilitation and maintenance of this section, according to the Order, will allow for better circulation of people and goods between the municipalities and the capitals of the provinces of Benguela and Huíla, a more intense flow of commercial exchanges, with comfort and safety, as well how it will provide greater attraction of national and foreign private investment.
The PR delegated competence to the Minister of Public Works, Urbanism and Housing, with the power to sub-delegate for the practice of decision-making and supervisory approval acts, as well as verifying the validity and legality of all acts carried out within the scope of the procedure, including the celebration and the signing of contracts.
The Ministry of Finance is authorized to register in the General State Budget and in the 2023 Public Investment Program, as well as ensure the financial resources necessary to implement the projects.
