Africa-Press – Angola. The President of the Republic, João Lourenço, today inaugurates the centrality in Bailundo, in the fulfillment of his two-day working visit to the province of Huambo, where his agenda includes audiences with religious, traditional authorities, the Provincial Council for Youth and to local entrepreneurs.

During his stay in the province, the holder of the Executive Power will also witness the inauguration of the electrical substation in Belém do Huambo, by the minister of Energy and Water, João Baptista Borges. Before returning to the capital, João Lourenço will preside over a mass political event.

For today, according to his work schedule, the highlight of the visit of the President of the Republic is the inauguration of the centrality of Bailundo, now baptized with the name “Halavala”. The housing infrastructure was built at 75 kilometers from the city of Huambo, with road networks, sidewalks, public lighting, a water supply and electricity distribution network, it also has rainwater drainage and lightning protection systems, parking lots and green areas, in addition to sports courts, outdoor gyms and playgrounds.

In order to serve the needs of the inhabitants, the “Halavala” Centrality offers a set of social facilities to allow access to education and health. It also has two children’s centers, two kindergartens, with nine rooms, two primary schools with 24 rooms, a secondary school with 12 rooms, a Polytechnic Institute, Police Station and a Health Center.

In terms of external infrastructure, the centrality has a system for supplying drinking water, treating wastewater and supplying electricity, through the construction of a substation. It will also have a service station, to allow greater assistance to future residents.

Throughout the housing process, the centrality will have a social integration project, financed by Kora Angola, a construction company, which will promote actions to preserve infrastructure, promote social bonds and ensure training, capacity building and creation of community activities. The “Halavala” Centrality began to be built in 2012, but was stopped in 2015, having resumed works in 2017, after contractual adjustments.

Commercialization Process

The Minister of Public Works and Territorial Planning, Manuel Tavares, clarified that the process of commercialization of residences in the Centrality of Halavala will be carried out in accordance with Presidential Decree No. , public and private companies, veterans of the country and the disabled.

“This is a process whose allocation of residences, within the scope of this Presidential Decree, is decentralized to provincial governments”, stressed the minister. Manuel Tavares stressed that provincial governments will make the lists within the criteria established by the aforementioned Presidential Decree and deliver to the National Housing Institute and the Housing Development Fund, to proceed with their formal contracting. “The centrality is complete to offer comfortable conditions of habitability, allowing the population of Bailundo, or any other, to compete, without constraints, to enjoy the Halavala centrality”, assured the minister Manuel Tavares. The governor of Huambo, Lotti Nolika, said that with the emergence of the Centrality of Halavala, the province will significantly reduce the problem of access to housing, having ensured that 50 percent of homes will be occupied by young people. “The construction of this infrastructure, which will mostly benefit young people, represents the strong commitment of the Executive led by President João Lourenço in solving the main problems of the populations”, she stressed.

For the governor of Huambo, the arrival of the President of the Republic to the province, in less than three months, represents her concern with its growth. Lotti Nolika said that President João Lourenço will find a province with several structuring projects under construction.
