The Executive is strongly committed to the computerization of the courts, to ensure the optimization of justice and the achievement of the long-awaited procedural speed, assured, this Tuesday (29), in the city of Huambo, the President of the Republic, at the opening of the Judicial Year- 2022
João Lourenço said that the idea is to make the country’s Judicial System modern. “We have, in fact, to persist in the need for the Justice to act in good time, under penalty of losing its effect of settling conflicts, of clarifying, with justice, the responsibilities of the alleged criminals, of emphasizing its pedagogical role and re-education of citizens”, he underlined.
He stated that he was certain that in this new Judicial Year, which also coincides with the fifth legislative elections in the country, the construction of the Democratic State and the Rule of Law will continue to bind the organs of Justice.
“With this, I intend to say that the organs of justice will continue with the same consistency the attributions assigned to them by the Constitution and the law, committing themselves even more to the fight against corruption, impunity and economic crimes in general. ”, stressed President João Lourenço, having said that this fight must continue to be seen as an ongoing task of the State, with emphasis on the judicial system.
The President of the Republic also defended the need for the fight against crimes against life, liberty, physical and moral integrity of people and against public and private goods to continue to mark the performance of judicial bodies in this judicial year. Another aspect highlighted by João Lourenço, which he considered relevant, was the importance of guaranteeing the protection of the environment, fighting crimes that violate its protection, whose degradation, as he said, results from human action.
“These crimes have a very negative impact on the diversification of the economy and the development of the country, in addition to compromising the future of the next generations”, he clarified.
The President stressed that, despite everything that was done in the 2021 judicial year and in previous years, it is necessary to continue to invest in the reform of Justice and Law, as well as in the improvement of work infrastructures in the administration of the Justice. Accordingly, he said that the Executive will continue to make investments to improve the human capital of Justice, on an ongoing basis, having presented, as a sample, the opening of another training course for Justice auditors at INEJ, this year, with funding from the General Coffer of Justice.
“It is also necessary that we advance further in the field of infrastructure”, he emphasized. In this regard, the President announced, for this judicial year, the conclusion of the infrastructure of the Courts of Appeal of Uíge and Saurimo.
“I urge all justice operators to continue with the same sense of State, in their noble mission”. The President of the Republic underlined that the judicial year, which is now ending, was marked by profound achievements in the field of Justice
. It was in this period that the first revision of the Constitution of the Republic was carried out, which reinforced, at the level of the judicial system, the attributions of the Superior Council of the Judiciary, as well as allowing Angolans residing in the diaspora to vote in the next elections.
In the field of judicial institutional reform, he highlighted the delivery, by the Executive, of the buildings for the functioning of the first three Courts of Appeal to the Superior Council of the Judiciary. “New District Courts were rehabilitated and inaugurated, and this effort will continue”, he guaranteed.
João Lourenço said that the functioning of these courts contributes decisively to the realization of the constitutional principle of effective judicial protection. In fact, he continued, the District Courts and the Courts of Appeal will bring Justice closer to the citizens, guarantee access to Justice and the reduction of procedural pendency, especially in terms of appeals.
In terms of the reform of Justice and Law, the President underlined the fact that important legal diplomas had been approved concerning the improvement of administrative and judicial organisation.
“Examples of this are the Organic Law of the Supreme Court, which increased the number of its advisory judges, the Law on Judicial Secretariats and the Law on Courts of Appeal.”
He added that the institution of the Centers Integrated Services for Children and Adolescents (CIACA) The purpose of these centers is to ensure the judicial protection of children and adolescents, when in conflict with the law or in contact with the Justice System.
The President of the Republic made it known that the reform of the judiciary also affected human resources, especially in terms of training. In this particular case, he referred that the Institute of Judicial Studies (INEJ) has carried out, since 2018, the training of 347 magistrates, for the Judicial Magistracy and for the Magistracy of the Public Ministry, and in 2021, it carried out the training of the first judges of guarantees.
In the context of improving the business environment, he added that the same institute trained judicial magistrates and the Public Prosecutor’s Office assigned to the Chamber of Commerce, Intellectual Property and Industrial Property.
The opening of the judicial year, by the President of the Republic, is determined by the Organic Law on the Organization and Functioning of Courts of Common Jurisdiction. This diploma establishes that the opening of this event is marked by a solemn ceremony, in which the President of the Republic, the President of the Supreme Court, the Superior Council of the Judiciary, the Attorney General of the Republic and the Chairman of the Angolan Bar Association.
