The Heads of State and Government of the Southern African Development Community (SADC), including the President of the Republic, João Lourenço, approved, this Tuesday (12), the transition of the organization’s mission in Mozambique, abbreviated SAMIM , from scenario 6 (rapid deployment capability), to 5, (multidimensional force with a robust mandate), to deal with the acts of terrorism that occur in some areas of Cabo Delgado province.

Gathered in an extraordinary summit of the Troika of the SADC Organ, plus the Contributing Countries with Staff for the Mission in Mozambique, carried out in virtual format, the Heads of State and Government noted the progress achieved by SAMIM, presented by the head of the SADC Mission in Mozambique, and congratulated its leadership, including men and women on the ground, for their sacrifice and dedication to the fight against terrorist acts in Cabo Delgado.

Summit also congratulated the Effective Contributing Countries (PCC) to SAMIM for their continued support and commitment to improving the effectiveness of operations, and urged Member States to continue to support the mission. Appreciation was also expressed to the African Union (AU) and the International Cooperation Partners (IPC) for supporting the stabilization of the security situation, as well as the recovery and socio-economic development of Cabo Delgado province.

The Heads of State and Government expressed solidarity with Botswana, South Africa, Lesotho and Tanzania for the deaths of soldiers in the service of the mission and addressed words of comfort to the wounded in action. They also congratulated Zimbabwe and Malawi for the spirit of solidarity, expressed through the delivery of the promised donation of food, in support of humanitarian aid to the affected population.

The Statesmen guided the head of the Mission, in collaboration with Mozambique, to coordinate the implementation of a comprehensive plan for the reconstruction and integrated development of Cabo Delgado. They acknowledged the expression of gratitude by Filipe Jacinto Nyusi, President of Mozambique, for the continued support, collaboration and cooperation of SADC towards achieving sustainable peace and security in Cabo Delgado. The Heads of State and Government congratulated Matamela Cyril Ramaphosa, Chair of the SADC Organ for Cooperation in the Areas of Policy, Defense and Security and President of South Africa, for his leadership in coordinating the Organ’s activities in pursuit of peace, security and lasting stability in the SADC region.

The Summit also had the participation of the members of the Troika of the Ministerial Committee of the Organ (CMO), the ministers of the PCC for SAMIM, the executive secretary of SADC and the head of the SADC Mission in Mozambique.

Evolution of the situation

Speaking to the press at the end of the summit, the Minister of Foreign Affairs, Téte António, said that there is, at the moment, an evolutionary framework in Mozambique, but that it still requires some work, which has already been guaranteed by the countries in the region. Téte António underlined that the country was congratulated, at this summit, for having made air support available to the SADC Mission in Mozambique, which, as he said, is one of the Mission’s great achievements. “It is an essential factor for the transport of troops and material”, highlighted the minister.
