It is with the highest honor that I receive Your Majesties in Luanda yesterday, on a State visit to the Republic of Angola, whose people welcome you with great enthusiasm and sympathy, for all that Spain has known how to be as a pragmatic and realistic partner in relations of friendship, solidarity and cooperation that our two countries have maintained for more than four decades.
Our satisfaction with your presence in Angola is even greater, as it is your Majesties’ first visit to a country in Africa south of the Sahara, a fact that reflects, in our opinion, the importance we attach to diplomatic, economic and , commercial, cultural and scientific relations between our countries.
It will certainly be in recognition of the exemplary nature of relations between Angola and Spain that Your Majesties and the Kingdom of Spain have decided to bestow such an honorable distinction on me and my wife, which we humbly receive, considering that it is, above all, the Angolan people, for their contribution to peace and freedom of peoples, the main honor in this important act, which is taking place at this time.
I thank Your Majesties, on behalf of all Angolans, my wife’s and my own, for the decision taken by your country to award us the Order “Gran Collar de Espanha” and the Order of Merit “Gran Cruz”, it represents a stimulus for us to continue to serve the anxieties of the Angolan people better and better and to contribute to the continuous strengthening of relations between the Republic of Angola and the Kingdom of Spain.
As a sign of recognition of your contribution to strengthening relations of friendship and growing economic cooperation between Angola and the Kingdom of Spain, we decided to award Their Majesties the Kings of Spain with the bestowal of the highest Angolan distinction, the Agostinho Neto Order.

Your State visit to Angola raises to the highest level the relations that the Republic of Angola and the Kingdom of Spain have been building in a solid and consistent manner, through regular interaction between entities at different levels in our two countries. This fact favors the achievement of the objectives set for us to reach levels of excellence in our relations.
We are pleased to note the intensification of cooperation in the business field in recent decades, with the increased presence of Spanish companies in the Angolan market.
For this reason, we should face the possibility of drawing up a new framework of strategic priorities, which will allow us to boost partnerships and consequently obtain greater benefits from our bilateral relationship, which was strengthened a little more with the signing of 3 important instruments a few moments ago. legal.
I highlight, in this context, the concrete and very important achievements carried out by Spanish entrepreneurs who have contributed appreciably to the development of our country.
In this chapter, allow me to highlight the investment that made possible the construction, in the province of Bié, of the International University of Cuanza, an institution of knowledge of undeniable value for training young Angolans with the necessary quality to contribute to the effort of economic development and social life in Angola.
It is known that Angola has an enormous potential of varied resources, which are available to Spanish entrepreneurs interested in doing business in our country, similarly to what has been happening with investors from other parts of the world who did not want to miss the opportunities that Angola offers, in this frame of better business environment.
Your Majesties,
In the second half of this year, Spain will assume the rotating Presidency of the European Union, and knowing your sensitivity to issues relating to Africa’s development, I would like to encourage you to include in the agenda of the priorities of your mandate, questions relating to support and financing our economies, which lack the resources to overcome and overcome the persistent difficulties we face, many of which have been aggravated by the consequences resulting from the COVID-19 pandemic.
By assuming this responsibility in the European Union, Spain will also work with other international partners in the search for the best solutions to end the war in Ukraine and guarantee a lasting and definitive peace for Europe.
I would like to end by wishing Your Majesties and the delegation accompanying you a wonderful stay in Angola.
If I may, I would like to take advantage of your presence to convey our feelings of regret for the loss of life in Syria and Turkey as a result of the earthquake that took place monday.
