State defends Public Administration close to the citizen

The Secretary of the President of the Republic for State Reform, Pedro Fiete Correia Raimundo, defended, this Friday, in the municipality of Kilamba Kiaxi, in Luanda, that the country needs a Public Administration closer to the citizen, through the Simplifica Project for the good of society.

Speaking on a work visit carried out within the scope of the follow-up plan for the implementation of the “Projecto Simplifica”, at local level, he said that the purpose of the commission’s intervention was not to intensify the project’s measures immediately, but rather to refer to the objects and cause appeals to be made for compliance measures.

“We have the challenge of guiding compliance and the concrete application of measures, monitoring compliance and more than that, in circumstances where it appears necessary, applying sanctions”, he stressed.

The Secretary of the President of the Republic for State Reform informed that the objective of this mission is to transmit the message about the project of simplification and segment in the civil service, to improve the provision of services, as well as the functioning of the Public Administration. The commission has already worked in the municipalities of Viana, Cacuaco, Icolo and Bengo and Quissama.

He explained that Simplifica includes several measures that lead to the achievement of objectives, with emphasis on the reduction of the document burden, the elimination of unnecessary procedures and formalities.

“With this project, we also want to have a more integrated administration, which dialogues with each other, in order to avoid that certain documents for which the citizen is responsible for lack of dialogue are not available”, he stressed.

According to Pedro Fiete Correia Raimundo, the meeting was held as part of the execution of a work program approved by the Interministerial Commission for State Reform, with the aim of permanently monitoring the implementation of the Simplifica Project measures.

The Simplifica Project aims to reformulate acts and procedures in Public, Central and Local Administration, focusing on pursuing the public interest and making life easier for citizens and companies.

The Project’s main challenge is, on the one hand, to respond adequately to the citizens’ level of demand for a quality public service and, on the other hand, to remove the aspects that today make Public Administration excessively bureaucratic, redundant and ineffective.

It is up to each of the ministries, within their spheres of competence, to create conditions and establish deadlines for the materialization of the measures that make up the Simplifica Project.

The Interministerial Commission for State Reform (CIRE) created a monitoring and control mechanism. But, to ensure success, it is important to be aware that the simplification of acts and procedures must engage each and every one of the bodies and agents of the Public Administration.

Benefits of Simplifica 1.0

In August last year, the President of the Republic, João Lourenço, approved a set of actions aimed at boosting the implementation of the Simplifica 1.0 Project, a gradual implementation initiative whose aim is to modernize and reduce bureaucracy in the Angolan Public Administration.

Through Presidential Decree No. 188/21, of 3 August, João Lourenço approved the end of the obligation of six procedures hitherto unavoidable in the formalities aimed at obtaining services in Public Administration at the Central and Local level.

The requirement to present, for any service in the Angolan Public Administration, the Certificate of Criminal Record, the Military Census Booklet and the Declaration of Regularized Military Situation is therefore discontinued.

Additionally, the Birth Certificate is no longer required for cases in which the citizen already has the Identity Card, the Military Authorization to leave the country and, finally, the Police Declaration for the purposes of requesting a 2nd copy of lost document.

Discontinuing the presentation of these documents was proposed within the scope of the Simplifica 1.0 Project, a gradual implementation initiative publicly presented in May as the first phase of a set of other measures aimed at reducing bureaucracy, modernizing Public Administration and, therefore, make life easier for citizens.
