Africa-Press – Angola. The quadripartite summit between CIRGL, CAO, CEEAC and SADC held in Luanda, on Tuesday, demanded the immediate and unconditional withdrawal of all armed groups operating in the east of the Democratic Republic of Congo, with emphasis on the M- 23.
Under the auspices of the African Union, in addition to the Angolan President, João Lourenço, the Tuesday meeting brought together Heads of State and Government of the regions that make up the International Conference on the Great Lakes Region (CIRGL), the communities of East Africa (CAO), Economic Affairs of Central African States (CEEAC) and for the Development of Southern Africa (SADC).
The quadripartite summit, which also had the participation of the United Nations, expressed concern about the prevailing insecurity and humanitarian situation in this African country, as a result of the actions carried out by all the armed groups operating in the region.
Therefore, he called for the creation of humanitarian corridors, in order to facilitate assistance to the victims of this conflict, according to the communiqué of the meeting read by the commissioner for Political Affairs, Peace and Security of the African Union, ambassador Bankole Adeoye.
The summit highlighted the need to restore State authority in the occupied regions of eastern DRC, with a view to creating a favorable environment for the return of refugees and internally displaced people in the near future.
Adopted the joint framework on the coordination of peace initiatives in the East of the DRC, by the International Conference on the Great Lakes Region, the East African Communities, the Economic of the Central African States and for the Development of Southern Africa and the Organization of the United Nations (UN) under the auspices of the African Union (AU) with a view to harmonizing all efforts in line with relevant instruments, decisions and agreed timelines.
He commended the efforts of CIRGL, EAC, ECCAS and SADC in recognizing the need for a harmonized and coordinated approach, under the leadership of the African Union, to address the various security threats still facing the Great Lakes Region.
Thus, the summit encouraged these organizations to strengthen cooperation and collective security efforts.
He congratulated SADC, in particular, for this initiative that calls for strengthening the harmonization and coordination of all initiatives and political and diplomatic efforts that seek peace and security in the East of the DRC.
This inter-regional meeting is part of the deliberations of the XI extraordinary summit of Heads of State of the International Conference of the Great Lakes Region (CIRGL), held on the 3rd of this month, in Luanda, on an initiative of the President of Angola, João Lourenço.
Among other points, the Luanda summit considered it urgent, with the involvement of the African Union and the UN, to improve the coordination and operationalization of the monitoring mechanism for the implementation of the ceasefire and the withdrawal of the M23 from the occupied territories in the DRC.
In addition to João Lourenço, the quadripartite meeting was attended by the President of the Union of the Comoros and acting member of the African Union, Azali Assoumani, the Head of State of Zimbabwe and acting President of the Peace and Security Council of the African Union, Emmerson Mnangagwa, and the President of Gabon, and acting member of the Economic Community of Central African States (ECCAS), Ali Bongo.
Also present were the President of Burundi and the East African Community (EAC), Evarist Ndayishimiye, the Head of State of the Democratic Republic of Congo, and the acting President of the Southern African Development Community (SADC), Félix Tshisekedi, the former President of Kenya and CAO Designated Facilitator Uhuru Muigai Kenyatta.
The summit also included the Vice-President of Namibia, Nangolo Mbumba, the Minister of Foreign Affairs of Rwanda, Vincent Biruta, the President of the African Union Commission, Moussa Faki Mahammat, Ambassador Parfait Onanga, representative of the UN Secretary-General , as well as the president of the ECCAS Commission, and the executive secretaries of CIRGL, SADC and CAO.
