Africa-Press – Angola. The Court of Auditors (TC) registered, from January to the present date, the granting of 169 visas to public investment contracts, subject to preventive inspection.
The data was presented to the press this Monday by the president of this Court, Sebastião Gunza, highlighting that around 73.3% (124 visas) were granted in the last six months, a period in which the institution made important progress in processing of processes subject to preventive inspection.
The venerable judge, who was speaking on the occasion of the end-of-year greeting ceremony, referred, among others, to the implementation of the legal regulations regarding the daily visa session, which made the processing process faster.
He added that a process of reform of the structures and functions of the court is underway, still in its initial phase, as well as the implementation of a technological solution for the distribution of processes by electronic means, a step towards the digital transition, having in view of the modernity of the court.
Sebastião Gunza envisaged further work to eliminate doubts about the exemption and independence of the Court of Auditors as the body responsible for monitoring the legality of public accounts.
He urged officials to observe integrity-related precautions in all phases of proceedings in court, from audits to trials.
“In fact, we do not want to hear about acts of corruption, even if merely on suspicion, as they will be mercilessly banned”, he warned.
During his intervention, the venerable judge highlighted the capacity and performance of the staff during the year 2023, which he considers to have been very challenging.
He pointed to the work, tenacity and daily commitment of all employees as the best reason to have renewed hope for the future of this court.
According to Sebastião Gunza, Tibunal de Contas managed to define its position with international institutions with which it maintains a strong exchange relationship, namely INTOSAI, AFROSAI-E, OISC-CPLP and the African Union.
In the internal chapter, he highlighted that, despite strong budgetary restrictions, important social support measures were implemented, at the same time, giving particular attention to the training and continuous training of staff to improve the quality of audits.
Mention was made, among other measures, of the provision of a health insurance policy, as well as means of public transport for employees.
Sebastião Gunza has presided over the Court of Auditors since last June.
