The governor of the National Bank of Angola (BNA), José de Lima Massano, reiterated Thursday (12), in Luanda, the availability of capital and technical conditions necessary for commercial banks to start, as of June 6, with the granting of housing credit, within the framework of Notice 9/2022, which authorizes the use of part of the mandatory reserves in loans.
José de Lima Massano, was speaking at the end of a roundtable included in the BNA’s Annual Cycle of Conferences, held yesterday under the theme “Dynamization of Credit to the Banking Sector: Constraints and Opportunities”, in which representatives of State institutions linked to territorial planning, inspection and urbanization reviewed the strategy adopted to reduce the housing deficit in a context of price stability.
Representatives of the Ministries of Justice and Human Rights (MJDH) and Public Works and Territorial Planning (MINIOPOT), as well as the General Tax Administration (AGT), Association of Real Estate Professionals of Angola (APIMA) and the Institute of Planning and Urban Management of Luanda (IPGUL) were unanimous on the need to remove the constraints related to the bureaucracy of commercial banks and the scarcity of infrastructure land for the purpose of directed self-construction.
The governor of the central bank recalled, on the occasion, that the publication of Notice 9/2022 was preceded by previous interaction and listening to the various stakeholders, as well as a draft of the notice itself was circulated for the due contributions and to assess the soundness of the project. .
“After this event, I believe that there is no comma to be changed in the notice. Now, it remains to make it happen, because the question, sometimes raised, regarding the pressure on banks is not raised. regulator, based on a procedure for the credit to be made safely”, he said.
