Africa-Press – Angola. UNITA will present its draft organic law on the institutionalization of local authorities, in the National Assembly, next week, said this Tuesday, in this city, the head of its parliamentary group, Liberty Chiyaka.

Speaking to the press, on the sidelines of a meeting with the Provincial Government of Benguela, the deputy explained that, despite having presented the project on March 4th and the Executive having done so three weeks later, the Party understood that it should not have entered without due public consultation.

“We have already received several contributions, but we would like to consolidate, ending this consultation phase with direct contact with people. This is why we are here,” she clarified.

Liberty Chiyaka argues that the structuring concerns of society in the construction of the Democratic State of Law must take precedence over private or group interests.

“We are open to consultation, we do not claim paternity for any initiative. We do it in the name of the people and we want to believe that after a dispassionate discussion, Angola will finally have the implementation of local authorities”, he emphasized.

The politician ruled out the hypothesis of its gradual implementation, stating that in the constitutional text, until 2021, this intention existed, but, under the initiative of the UNITA parliamentary group, the new proposal for a Law on Local Authorities establishes that for its effective institutionalization there will be no space for gradualism.

He also stated that the country currently has 164 municipalities and if this number exists by the date of local elections, they will be held in all of them. The same will happen if the Administrative Political Division proposed by the Executive makes it evolve for the 325 municipalities, he said.

About the meeting you had with the deputy governor for the Political area. Economic and Social, Lídia Amaro, representing governor Luís Nunes, informed that her Parliamentary Group also came to be able to materialize another challenge within the framework of the social solidarity activity that UNITA deputies have been carrying out.

“It is public knowledge that, last year, we decided to share with society, particularly those most in need, fifty percent of the installation allowance to which the deputy is entitled,” he stated.

According to him, several areas were identified that should also receive some donations from the parliamentary group.

Regarding contact with the vice-governor, she said that concerns were raised in the context of Health and Education, questions whose answers largely satisfy her.

“We reiterate our availability, during debates in the Working Committees of the National Assembly, so that we can share our concerns, such as works to be carried out, children outside the education system, whose estimate is around 140 to 150 thousand and others”, he stated.

“We will need to combine synergies and initiatives to seek to constitutionally reduce this number”, stated the deputy.
