Vice-governor highlights appreciation of citizens' budgets

Africa-Press – Angola. The deputy governor for the Political, Economic and Social sector of the province of Cunene, Apolo Ndinoulenga, stated this Tuesday that the simplification of the 2024 citizens’ budget constitutes a valuable instrument to facilitate citizens’ understanding and financial literacy.

Speaking at the opening of the seminar on “Citizen’s Budget 2024”, addressed to the academic community of the Polytechnic Institute of Ondjiva, he said that the instrument aims to contribute, in a didactic way, so that citizens increasingly understand the way in which the Government obtains and applies public resources.

He made it known that the aforementioned budget, as a simplified document in magazine format, translates in an understandable way the policies of the General State Budget (OGE) 2024, increasing the citizen’s civic and constructive participation in the country’s economic and financial policy.

He clarified that the document is the result of an initiative by the Ministry of Finance, with support from the United Nations Children’s Fund (UNICEF) and summarizes the best international practices for disclosing public finances.

Through this instrument, he added that the Ministry of Finance provides openness and transparency to OGE data, allowing citizens and civil society in general to participate in its preparation, towards strengthening the improvement of public policies.

He considered that the more knowledge they have, the more demanding it becomes and contributes to the monitoring and inspection of resources, towards increasingly better governance in response to the populations’ desires.

Along these lines, he said that young people play an important role in building a better Angola, which is why he appealed to those present to massively publicize the budget to citizens in order to achieve the recommended objectives.

The government official recalled that the 2024 OGE is valued at 24.7 billion kwanzas, representing an increase of 22.9 percent compared to last year

He said that the social sector accounts for the second largest share of the budget, with a weight of 20.2%, followed by general public services with 9 percent, defense, security and public order, 7.1% and the economic sector 4.9% of the total expense.

He highlighted that, of the budget allocation for the social sector, education received the most benefit, with 32 percent of the social value, followed by health with 27 percent, housing and community services with 21 percent and civil protection with 18 percent.

The magazine ‘Orçamento Cidadão 2024’ is a partnership with Unicef ​​for the publication of Orçamento Cidadão, which allows the best international practices and dissemination of the OGE to be transferred to the Angolan reality in an accessible way.

The document summarizes in 70 pages the more than 450 pages of the OGE-2024, distributed in school institutions, ministerial departments, among other bodies in society.
