Africa-Press – Botswana. Transition of the Roads Training Centre (RTC) between ministries has caused disruptions, particularly impacting its human resources component.

During a briefing to the Parliamentary Public Accounts Committee (PAC) in Gaborone on July 23 Permanent Secretary in Ministry of Higher Education, Professor Nelson Torto said change in jurisdiction from the Ministry of Infrastructure to the Ministry of Tertiary Education (MOTE) created organisational and operational challenges

Specifically, RTC employees were left in limbo when Botswana and German governments, which initially collaborated on the project, parted ways. This development left the training institute without a clear organisational structure and left employees in an uncertain state.

The ministry was inundated with issues of employee relations stemming rationalisation as some departments moved from one ministry to another affecting their transition and promotions were not adequately addressed, he said.

Furthermore, Prof. Torto revealed that the issues surrounding programme development and accreditation contributed to delays. Botswana Qualifications Authority (BQA) was responsible for approving new qualification programmes, but this process was stalled for two years, further complicating the situation.

The Permanent Secretary assured that his ministry was aware of and was addressing staff grading and rationalisation issues arising from the ministry’s restructuring.

“Let me assure you that those issues that were there are being addressed. We are working on all aspects relating to adjusting to changes. We are back in the mold and we are going to admitstudents,” he said

Member of PAC, who is also Thamaga/Kumakwane legislator, Mr Palelo Motaosane had enquired on the future of RTC.

Mr Motaosane said the rationalisation process has previously moved centre to Ministry of Infrastructure and the personnel that remained were disadvantaged.

He said the Ministry failed to solve the issues amicably, therefore employees were disadvantaged.
