Parliament: PAICV Calls for Equal Treatment of Foreigners and Focuses on Quality Sustainable Education

Africa-Press – Cape verde. The leader of the PAICV parliamentary group highlighted today, in Praia, concern about the “unequal treatment” given to African citizens on the borders of Cape Verde, also pointing out the need to invest in quality education in the country.

João Batista Pereira made these statements in the balance of the parliamentary days when dealing with central issues on the agenda that begins on Tuesday, 22nd.

In the chapter on current national political affairs, the parliamentary leader highlighted his concern about the “unequal treatment” given to African citizens on Cape Verde’s borders, classifying the situation as “incoherent” with the principles of regional integration and the country’s status as a member of ECOWAS.

“We are surprised that Cape Verde, as an African country and member of ECOWAS, has systematically seen incidents at Cape Verdean borders, involving the deportation of African citizens, allegedly due to lack of documentation, which is not the case with other nationals who visit Cape Verde,” he said.

João Batista Pereira called for “fair, equal and dignified treatment” for all foreigners, similar to that required for Cape Verdeans abroad.

Still in relation to the parliamentary agenda, he highlighted the ongoing discussion of the new Electoral Code, an extensive document with more than 400 articles, the conclusion of which is considered urgent, meeting the constitutional limit of ten months for changes to electoral legislation.

The PAICV hopes that the work of the joint committee will be carried out quickly, enabling its approval as soon as possible.

Another highlight of the session will be the debate with the Government on education strategies and policies for a sustainable Cape Verde.

“It’s April, Teachers’ Month, and it makes perfect sense to discuss a strategic sector like education. We expect a high-level debate that addresses school failure, dropout, the quality of education, educational and digital inclusion, and the appreciation of the teaching profession,” said João Batista Pereira.

The PAICV leader also highlighted the importance of discussing education financing and the creation of more accessible mechanisms for higher education, namely through reimbursable scholarships adapted to the socioeconomic reality of young people and Cape Verdean families.

“We propose that the reimbursement of training credits be made only after the beneficiary begins his/her professional life,” he suggested.

João Batista Pereira also highlighted that the sustainable development of Cape Verde necessarily involves improving productivity and training a “new Cape Verdean man”, with more skills, a proactive mindset and the ability to respond to future challenges.

He also expressed, on the other hand, condolences to all Cape Verdean Catholics and those around the world for the sad news of the death of Pope Francis.

“This news fills us with sadness, especially as we witnessed his presence at the Easter celebrations yesterday,” declared João Batista Pereira, expressing the feelings of the PAICV parliamentary group.
