Africa-Press – Cape verde. At the ceremony, the President of the City Council, Lúcia Garcia, emphasized the importance of this new space for the full exercise of the deliberative body’s functions.

“Today, as we cut the ribbon on this building, we are not just inaugurating walls, but also providing a dignified and permanent home for the voice of residents and the democratic oversight of our municipality. This is a recognition of the Assembly’s central role in the local democratic system,” she said.

Lúcia Garcia also emphasized that the building offers adequate conditions for the functioning of the permanent committees and for the work of elected officials and technical staff, reinforcing the institution’s autonomy and effectiveness.

“Local democracy cannot wait. This is a sign of institutional maturity and the recognition that the full exercise of our functions requires a dignified physical foundation,” she added.

The ceremony was presided over by the Chinese Ambassador to Cape Verde, Zhang Yang, in a ceremony also attended by several local and national authorities and diplomatic representatives.

The president made a point of thanking the People’s Republic of China, represented by Ambassador Zhang Yang, for its support, a cooperative partnership that has benefited not only national projects but also local authorities.

In turn, the mayor, Euclides Cabral, highlighted the symbolism and democratic commitment, considering this a “decisive step in the consolidation of local power and democracy,” emphasizing the symbolic value of the new building.

“This building is more than a physical structure. It is a space for dialogue, listening, and citizen participation. Here, projects are discussed and decisions are made that shape the future of São Lourenço dos Órgãos,” he said.

Cabral expressed his deep gratitude to the Chinese Embassy, ​​noting that the municipality has been a direct beneficiary of cooperation with that country, highlighting the Poilão dam and the Post-Harvest Center, investments that have contributed to the region’s economic and social development.

The mayor also reinforced the municipal executive’s commitment to creating decent working conditions for all elected officials and public servants, stating that “a functional environment is essential for efficient local administration that serves the citizens.”

From the municipal benches, PAICV leader Suzete Moniz called the inauguration “a significant gain” for the body’s autonomy, as “this space dignifies the representatives and brings the population closer to local government.”

“We hope, in the future, to continue developing into a dedicated Assembly hall,” she emphasized.

Eduardo de Pina, from the MpD, emphasized that the new building “gives greater dignity to the role of municipal elected officials,” emphasizing that “it is important for representatives to have a space where they can listen to and better serve the people.”

With the inauguration of this new headquarters, São Lourenço dos Órgãos takes a “firm step” toward strengthening decentralization, transparency, and citizen participation, consolidating itself as “an example of institutional maturity in the Cape Verdean municipal landscape.”
