The Government has approved a resolution that streamlines the management model of the National Commission for the Promotion of Cape Verde at the 2026 FIFA World Cup and authorizes the incurrence of expenses necessary for the execution of the country’s strategic international promotion plan.
Published in the Official Gazette this Thursday, the 23rd, the resolution enacts the first amendment to Resolution No. 56/2026, thereby assigning the Strategic Commission the authority to approve the National Commission’s budget, thus bolstering the capacity to respond to and operationalize the planned initiatives.
The decree further grants express authorization to the members of the Government responsible for the portfolios of Finance and of Tourism and Transport to incur expenses related to the acquisition of goods and services within the scope of the national team’s participation in the 2026 FIFA World Cup.
This measure aligns with the strategy of leveraging Cape Verde’s presence in the competition as an opportunity to enhance the country’s international visibility, providing for the mobilization of resources through public funds, public-private partnerships, and support from the private sector and international organizations.
Among the planned initiatives are the development of a promotion plan—supported by a specialized team—marketing and communication campaigns, the organization of cultural events, an institutional presence in the host cities, and initiatives targeting the Cape Verdean diaspora.
The plan also encompasses partnerships with tour operators in Europe, the United States, and Africa; digital campaigns; international roadshows; and initiatives aimed at positioning Cape Verde as a destination for tourism, culture, and investment.
Promoting the image of the “Blue Sharks” emerges as one of the central pillars, with the national team serving as the ambassador for the country’s external projection campaign.
The authorized expenses may be delegated to the Executive Commission and remain subject to the control and oversight mechanisms prescribed by law, particularly regarding public procurement.
It is worth noting that the commission—coordinated by the Ministry of Tourism and Transport—will comprise both public and private entities and will hold authority over the planning and execution of promotional initiatives; it is scheduled to be dissolved within six months following the conclusion of the tournament.
