Africa-Press – Cape verde. This Thursday, 10th, the parliament unanimously and globally approved the draft resolution approving accession to the convention on civil aspects of international child abduction, signed on October 25, 1980.

According to the Minister of Justice, Joana Rosa, the conventions on the protection of children, adopted by the Hague conference, aim to protect children beyond national borders.

Cape Verde, he pointed out, which is a country traditionally open to the world, with ease of movement and mobility of people with registration of transnational families, naturally faces risks to the situation of children.

“Many children and adolescents in Cape Verde are exposed to different situations of vulnerability, personal and social risk, combined, in many cases, with poor parental accountability, which forces the country to adopt protective measures that guarantee the best interests of children, in order to allow its development in a harmonious way”, he said.

The official acknowledged that the archipelago has been confronted, over the years, with concrete situations, involving children and adolescents, from the lack of payment of alimony, disappearance of pensions, illicit retention of children by parents, and among others, having provided that these situations require reinforcement of measures to protect children and adolescents.

Therefore, he considered Cape Verde’s accession to the Hague conventions to be “timely” and “necessary”, namely the convention on the civil aspects of international child abduction, of 25 October 1980.

Combat parental kidnapping

Also, according to the Minister of Justice, this convention, which has already been ratified by more than 100 states, essentially aims to combat parental abduction of children, establishing a system of cooperation between central authorities and a rapid process of returning the child to the state of habitual residence. .

The central authorities of each country help to locate the child and, as far as possible, arrange for his voluntary return or an amicable solution to the case. Anyone can apply to the national authorities or the contracting state to request the return of the child in the event of abduction.

The referred proposal received the favorable vote of the deputies of the PAICV, MpD and UCID present in the first plenary session of this month of March.

National deputies also voted as a whole on the bills that define the legal regime for the prevention and comprehensive care of the human immunodeficiency virus and the acquired immunodeficiency syndrome (HIV/AIDS), with 36 votes in favour, 33 of them from the MpD and three of the UCID and 24 abstention votes of the PAICV, which, in turn, claimed that the abstention was due to the fact that there was no consensus of the deputies in terms of the specialty of the rule inserted in article 28 number 4 of that proposal.

The proposal that defines the general regime for the prevention and control of smoking and, in general and unanimously, the proposal for a law that approves the regime of access and reuse of documents and administrative information.
