Consumers No Longer Pay Public Lighting Fees Starting July

Africa-Press – Cape verde. As of this Tuesday, July 1, 2025, Cape Verdean consumers will no longer pay the contribution for public lighting, which until now was included in the electricity bill.

The change is a result of the entry into force of Law No. 50/X/2025, of April 17, which establishes a new financing model for this essential service. With the new regime, municipalities will now directly assume the costs of public lighting, and will be compensated by electricity concessionaires through a special income corresponding to 3.1258% of the annual volume of electricity sales made throughout the country.

Resolution No. 57/2025, approved by the Council of Ministers on the same date, sets this rent value, which will be borne by the concessionary companies in return for the use of the municipal territory.

According to the Government, the new model aims to strengthen the financial autonomy of municipalities, promote more efficient and transparent management of public lighting and consolidate a more decentralized governance model in the country.
