The Council of the Republic of Cape Verde today highlighted the need for articulation for understanding and taking positions in the international arena, so that the country “always speaks with one voice” in external questions.This is one of the recommendations of the consultation body of the President of the Republic, which met today, in the city of Praia, under the presidency of the head of State, José Maria Neves, and comes after some tension with the Government.

The advisors addressed geostrategic wars and armed conflicts in Africa and the world and their impact on the archipelago, and highlighted the need for the country to be “prepared and to study and project the lines of evolution”.

The meeting lasting more than five hours was called after some tension between the President of the Republic, a former prime minister supported by the Cape Verde African Independence Party (PAICV, currently in opposition) and the Government, led by Ulisses Correia e Silva, and supported by the Movement for Democracy (MpD), of which he is president.

The most recent case was the meeting between the Ukrainian President, Volodymyr Zelensky, and Ulisses Correia e Silva, on the island of Sal, whose lack of coordination displeased the Cape Verdean head of state.

In this case, Neves said he was confronted with a “fait accompli” and, despite not seeing “no harm” in having been the prime minister to receive the Ukrainian President, he reiterated the call for greater political articulation in the country.

A week ago, the PR spoke out against the country’s abstention in a United Nations resolution on the conflict between Israel and Hamas, by 153 of the 193 countries, as it had done in October.

The Cape Verdean Government justified its abstention on grounds of coherence, as the resolution (like the one in October) did not consider “provisions relating to the condemnation of terrorist acts ” from Hamas.

The second item on the agenda was the commemoration of national dates and events, and the counselors recommended the need to celebrate the centenary “befittingly” of the birth of Amílcar Cabral, on September 12, 2024.

This is after the MpD parliamentary group voted against a resolution presented by the PAICV to celebrate the 100th anniversary of the birth of the leader of the independence of Guinea-Bissau and Cape Verde.

At that time, José Maria Neves asked for “close coordination” to elevate this date and understood that the country “still has time” to “bring reason to everyone” to find a way to celebrate with dignity.

Meanwhile, after much discussion at home and abroad, the MpD parliamentary group is considering proposing an extraordinary solemn session in the Cape Verde parliament on the centenary of Cabral’s birth, as an official source told Lusa.

The Council of the Republic of Cape Verde also recommended the installation, “as soon as possible”, of an organization to prepare the celebrations of the 50th anniversary of National Independence, in 2025, and highlighted the importance of celebrating the fiftieth anniversary of the Liberation of Political Prisoners of Tarrafal, on May 1st.

In addition to the President, the body includes the President of the National Assembly, the Prime Minister, the President of the Constitutional Court, the Ombudsman, the President of the Economic, Social and Environmental Council, the former Presidents of the Republic, in addition to the five citizens appointed by the head of state.

The Minister of Foreign Affairs, Cooperation and Regional Integration, Rui Figueiredo Soares, and ambassadors José Luís Monteiro and Jorge Tolentino were also invited.
