Africa-Press – Cape verde. Electricity tariffs for Electra and Águas e Energia da Boa Vista (AEB) were adjusted with new tariffs for a period of six months, effective from January 1st. The decision, according to ARME, arises due to changes in fuel prices in the last six months and the end of the mitigation measures adopted by the Government.
In the case of AEB, says the Multisectoral Regulatory Agency for the Economy (ARME), the tariff update took into account the adjustment of -8.35 ECV/kWh, the compensation of -2.20 ECV/kWh, the definitive withdrawal of compensation of 6.25 ECV/kWh due to changes in fuel prices, which occurred between October 2021 and July 2022; and, finally, due to the definitive withdrawal of compensation for the indexation delay of the previous year at –0.17 ECV/kWh.
In this case, explains ARME, it appears that the electricity tariffs referred to above would suffer a decrease in the Adjustment of Fuel Costs (FACC) in the amount of 16.97 ECV/kWh billed, at all levels.
However, he adds, due to the end of the mitigation measures enacted by the Government, as well as the deficits generated during the periods prior to the calculated FACC reduction value, the value of 2.49 ECV/kWh billed was added, which was suspended since October 2021.
“Equally, the amount of 3.59 ECV/kWh billed has also been suspended since July 2022 and the amount of 9.34 ECV/kWh resulting from the end of the Government subsidy, in this same amount, resulting in a decrease of the current tariffs of 1.55 ECV/kWh billed, without taking into account the deficits generated in previous years”, he indicates.
Amount paid by the final consumer remains unchanged
The deficits generated, he says, were obtained by the product of the quantities of kWh estimated by the unit values, that is, the amount of 96,319,113 ECV for the period from October 1, 2021 to December 31, 2022, whose unit deficit was 2.49 ECV/kWh and the amount of 54,773,677 ECV for quantities from 1 July 2022 to 31 December 2022, whose unit deficit was 3.59 ECV/kWh, referring to the previous year, totaling an amount of 151,092,791 ECV to be recovered in three years.
It should be remembered, however, that the billed unit value of 1.55 ECV/kWh was determined taking into account the average billing for the month of January 2022, in the amount of 2,712,930 kWh, so the amounts of tariffs paid by final consumers, remain.
Social tariffs with the same values
The social tariffs also continue, with the same values, to the social tariffs, these continue, according to Resolution no 123/2022 of December 29th, which extends the validity of the complementary mitigation measure, for a period of six months.
New tariffs on Electra with slight decrease
With regard to ELECTRA, says ARME, the assumptions of the Fuel Cost Adjustment Factor per invoiced kWh (FACC) are the same, but the new tariffs suffer a “slight decrease” of 0.063 ECV/kWh.
They only differ in the numbers, which were calculated taking into account changes in fuel prices, the efficiency parameters agreed for the year 2022 and, subsequently, for the year 2023, in addition to other adjustments derived from previous updating exercises .
With regard to social tariffs, these also remain at the same previous values, in accordance with Resolution No. 123/2022 of December 29, which extends the validity of the complementary mitigation measure for a period of six months, starting from the date of entry into force of this tariff adjustment.
