Government presents strategy for inclusion of people with disabilities

Africa-Press – Cape verde. The Government presented today, in Praia, a strategy to reinforce the implementation of policies in favour of the inclusion of people with disabilities, aiming, in particular, to promote their social advancement and financial autonomy.

“The objective of social inclusion in our philosophy of governance is not to manage situations of poverty”, in order to perpetuate them, but rather to “make people with disabilities and their families escape” from these contexts, promoting economic and social advancement and “achieving financial autonomy and adaptable working conditions”, said the Prime Minister, Ulisses Correia e Silva, during the presentation of the National Strategy for the Inclusion of People with Disabilities, in Praia.

Inclusion, by 2030, is part of the Government’s commitments.

Among the measures that have been implemented are the granting of Social Inclusion Income (RSI), social pension for disability and free registration in public and private establishments from pre-school to higher education and vocational training.

“The fact that this instrument is being presented and that it was built with broad sharing and participation means that, in addition to what has already been done, it is essential to take a leap forward into a new era. This goes beyond established laws and rights,” added the Prime Minister.

David Matern, representative of the United Nations, said that “this is a crucial moment for Cabo Verde and for people with disabilities,” stating that it “reflects the need to include people with disabilities in the development process of nations.”

“It is essential that, in everything that concerns these people, they are heard and their solutions are taken into account. We believe that the inclusion of people with disabilities requires a strategy that places them at the center, that drives their rights and promotes equal opportunities, without leaving anyone behind,” he said.

David Matern also referred to the 2021 data from the National Institute of Statistics, which “require attention.”

The latest figures indicate that there are just over 47,000 people with disabilities, which corresponds to 11% of the resident population, with almost 62% being women and 38% men.

Only 35% are employed and the inactivity rate among the disabled population is 62%.

“We can change this scenario by adopting policies capable of generating the changes we desire and promoting an increasingly inclusive and fair society, with equal opportunities”, he added.

The actions also aim to improve the conditions of social and employment inclusion of people with disabilities through effective access to their rights, including awareness-raising actions.
