Africa-Press – Cape verde. The Government authorized, through a decree published in the Official Gazette this Monday, the 10th, the definitive transfer of a state-owned urban building, located in Achada Santo António, in the city of Praia, to EFE Sociedade para o Ensino, Formação e Educação, S.A., the founding entity of the Higher Institute of Legal and Social Sciences (ISCJS). From the value of the property, set at R$ 25 million, a fund will be created to finance scholarships.

According to the decree, the transfer occurs “permanently for purposes of public interest and is intended exclusively for the installation and operation of ISCJS, including the remodeling and organization of its academic campus.”

The decree acknowledges the persistence of constraints affecting the normal functioning of universities, both public and private, which may limit access to higher education in Cape Verde.

In this context, the Executive justifies the measure with the growing demand registered in university institutions, especially private ones, as well as with the principle of equal opportunities and the State’s duty to regulate the sector.

Therefore, the 25,000,000 cruzeiros corresponding to the value of the property will be converted into the allocation of a fund for financing scholarships for students, the regulation of which will depend on a joint decree from the ministers responsible for the areas of Finance and Education.

The transfer is legally based on the public interest in promoting higher education and scientific research, essential to the consolidation of the Democratic Rule of Law and the strengthening of the country’s institutional capacity.

The decree also It is emphasized that the academic nature of ISCJS (and its proven contribution to the educational and scientific system) fully justifies the transfer of said property for purposes of public interest.

The receiving entity is obligated to implement the scholarship fund, use the property exclusively for the intended purposes, maintain the building in good condition, and comply with the legal regulations applicable to the higher education sector.

Among the duties are also the submission of annual reports on the physical and financial execution and management of the fund to the supervising ministry and the central service responsible for state assets, as well as the maintenance of mandatory insurance.

ISCJS, based in Praia since October 2006, has graduated approximately one thousand students in the fields of Law, Social Sciences, and Administration, also standing out for its scientific production and the creation of its own publishing house.
