Africa-Press – Cape verde. The full implementation of the National Institute of Legal Medicine and Forensic Sciences (IMLCF) is stipulated for a horizon of ten years, the Minister of Justice, Joana Rosa, said today. The institute will be located in the former UNICV premises, in Palmarejo.

The institute is budgeted at 146 million escudos, as outlined in the “guidelines” of a study envisioning its creation in a phased manner, over a ten-year horizon, “foreseen within the limitations of the country”.

“Our ambition is to reduce this period of time, because we are in a hurry to see it operational, which is a great challenge for the country (…) which has the capacity to take consistent and continuous steps until the institute is fully installed” , perspective.

However, he informed that in this first phase of installation of the IMLCF, legal medical offices will be created in the health police stations and the opening of candidacies, in agreement with the Institute of Legal Medicine of Portugal, for the specialization of health technicians in this matter.

“In this way, we will also be able to perform autopsies on the islands, to avoid displacements, sometimes with problems, and we will also have the same results, taking into account the training of these technicians at the level of the various health police stations”, said the minister, informing that some equipment is already in the Judiciary Police.

The Ministry of Justice and Labour, in its organizational structure approved through Decree-Law nº 47/2016, of 27 September, implemented the creation of the National Institute of Legal Medicine and Forensic Sciences in Cape Verde with the purpose of ensuring the provision of forensic and forensic services, as well as the promotion of training and research in this field.

The Institute of Legal Medicine and Forensic Sciences will, as an instrument for the collection of expert evidence, overcome the existing deficit in the country in this area and enable the emergence of a more “fast”, “efficient”, “effective” and more in line with the dictates of the rule of law.

Joana Rosa was speaking at the opening of the forum on the implementation of the National Institute of Legal Medicine and Forensic Sciences, adding that it will be installed in the former premises of the University of Cape Verde (Uni-CV), where the Justice Campus, in Palmarejo, will be located, in Praia City.
