The Preliminary Study on Strengthening Compulsory Military Service and Regulating Civic Service, presented today, showed that young Cape Verdeans were not very likely to attend inspections and, subsequently, to be recruited. In this sense, it is proposed to create material and moral incentives to attract young people.

The consultant for this study, Antero Matos, highlighted to the press that one example of this is that the Armed Forces need, every six months, around 400 young people to be recruited, and in the last recruitment, this number did not reach 300.

“This gives a clear idea of ​​the serious situation in the country’s recruitment area. Therefore, we need to tackle this aspect and, as far as possible, try to tackle the issues and problems that affect this recruitment so that recruitment becomes natural”, stressed the Brigadier General.

He therefore stated that it was found that it is necessary to increase material and moral incentives to attract young people to the Armed Forces.

As he explained, there are incentives for personnel in compulsory military service and there are incentives for personnel in voluntary service.

Regarding material incentives, an increase in their financial compensation is proposed. A soldier earning 3 or 4 thousand escudos could earn around 14 thousand escudos.

Regarding moral issues, the proposal is to create specific medals for military personnel in shorter service periods. And, also, to seek a better relationship so that, when they join the Armed Forces, they find an environment that allows them to adapt better.

He added that a series of incentives are also proposed for personnel in voluntary service, such as a substantial increase in financial compensation or, if possible, the establishment of a salary that would not be lower than the minimum wage for public service.

“The State’s participation in the payment of tuition fees in higher and secondary schools, vocational training and higher education is also compensated for young volunteers who join the Armed Forces and later leave the ranks, with family allowances,” he said.

As he explained, they will also have social assistance for themselves and their families, among other incentives.
