Africa-Press – Cape verde. The Municipal Political Committee (CPC) of the (MpD) party in Boa Vista criticized the PAICV-led City Council’s management this Saturday, accusing it of “incompetence and structural inaction” in the face of flooding problems in the city of Sal Rei.
The MpD, through its CPC president, Vicente Silva, and deputy Elisabete Évora, condemned the PAICV’s attempt to “politically exploit the difficulties” of the population and described the city council’s actions as “shameful and disrespectful.”
Representatives of the ruling party in Boa Vista resorted to legislation to hold the municipality accountable, citing that the new Municipal Statute, Law No. 48/X/2025, establishes that the “establishment and management of storm drainage systems” is a primary responsibility of the municipality.
Vicente Silva considered the PAICV’s attempt to blame the central government a “ploy to deceive residents and divert attention from its own inaction and lack of municipal planning.”
Representative Elisabete Évora reinforced the criticism by citing a public confession by the mayor, Cláudio Mendonça, on September 17, in which he admitted that “there is no drainage system in Boa Vista; it never has been.”
For the MpD, this is proof of a “structural and historical failure.”
Pointing to the ineffectiveness of the city council’s current actions, Vicente Silva denounced that the administration is “taking dirty water from one place to introduce it into others.”
Representative Elisabete Évora also denounced a health crisis, warning that the situation is “even more critical” due to the fact that “sewage water is mixing with rainwater” in the Sal Rei WWTP area.
In this regard, Vicente Silva stated that the current state of the city, with the proliferation of mosquitoes and flies, is “unacceptable.”
Representative Elisabete Évora also accused the city of inconsistency in rejecting the Minister of Health’s proposal to fill in areas with stagnant water, arguing that it was “very costly” and involved private land. She countered that if the land is private, the council should not have “taken water from one private land and placed it on another private land.”
The MpD party concluded by questioning the council’s spending priorities, with Vicente Silva criticizing the fact that the city spends “money on parties” but not on health and drainage.
The deputy suggested that the 80% of the unused funds from the Praia de Cruz Festival budget, after the donation to São Vicente, should be channeled to “meet the needs of the residents” in Sal Rei.
The MpD reaffirmed that the Government remains “fully available for institutional cooperation, in strict compliance with the law.”
