Africa-Press – Cape verde. This Wednesday, the Movement for Democracy (MpD) called on the press to take a stance on the First Lady’s monthly remuneration. A topic that, according to the Secretary General of the Ventoinha Party, Luís Carlos Silva, deserves a clear approach and which has become public in recent days.
In a press release sent to asemanaonline, this party that governs the country believes that the “function” – First Lady – is not formalized, does not have its own Statute and, to date, there has never been any precedent for women receiving salaries. First ladies that this country has ever had, «which makes us find this new fact strange».
Luís Carlos Silva, Secretary General, says he accepts and understands that the existence of people and even powers that have the opinion that the First Lady should have her own status and, therefore, a remuneration, as apparently is (now) the opinion of the President of the Republic, “but we radically disagree with the way he apparently proceeded to assert his opinion.”
“In a State of Law, such as ours, where the kingdom is that of Laws, ‘ideas’ and ‘opinions’ do not confer formal legitimacy, they must first be translated into Laws so that they can then be applied. The President of the Republic does not have legislative initiative, does not replace (and could not replace) the other powers and, much less, it can be confused with the State”, he explains, in a note.
The Party in power also considers that the constitutional structure and historical trajectory, this act, in addition to being illegal, violates the most basic principles of republican ethics and Christian morality, expects the Presidency of the Republic to share with society additional information that will give us allow a better understanding of this process.
“It is necessary to make it clear that the Presidency of the Republic enjoys administrative and financial autonomy, therefore, its payment operations do not depend on authorization from the Ministry of Finance, for possible prior inspection of legality, but, however, it is linked to the supervision of Higher Control Institutions”, shows Luís Carlos Silva.
For the MpD, Transparency and the Principle of Legality, particularly in the use of public resources, is a fundamental resource for our credibility and external trust, thus, without jeopardizing the administrative and financial autonomy of the Presidency of the Republic, we urge the Higher Institutions of Control, particularly the Court of Auditors, to exercise their oversight and control role to bring to light the truth of the facts to fully inform the population about the legality and appropriate use of public resources in this context.
“We reaffirm our commitment to democratic principles, the rule of law and the need to follow legal procedures for any creation of functions, duties and remuneration in the country. Respect for institutional pillars is crucial for the integrity, stability and development of our nation” , concludes Luís Carlos, in a statement.
