The PAICV parliamentary group considers the situation of the implementation of the legal regime, even the general regime, in local authorities to be “dramatic”, and therefore asks for clarification of the measures that the government intends to adopt to guarantee the implementation of the Positions, Functions and Remunerations Plan (PCFR). The party justifies the position with the fact that several local authorities claim not to have the financial conditions to implement the PCFR of the general regime.

The concern was expressed this Tuesday by deputy Carla Lima, during the preview of the parliamentary sessions that begin this week.

“The implementation of the legal regime, even when we talk about the general regime, is a dramatic situation in relation to local authorities. Local authorities currently claim that they do not have the financial or technical conditions to implement the PCFR of the general regime. As you know, the budget of municipalities is heavily conditioned, it depends mainly on transfers from the Municipal Financing Fund, which in a normal situation already causes some stress in relation to the payment of salaries, and now with the impositions related to the PCFR, if there are no transfers from the government to support its implementation, municipalities will have serious difficulties in doing so”, he stated.

For the PAICV, if the Executive does not ensure the appropriate financial transfers, many municipalities may face serious difficulties in complying with the new regime.

The opposition party also draws attention to the fact that there are still 13 professional categories awaiting the application of the PCFR.

“However, the law on the general regime provided for an additional period of six months, after the publication of the general regime, for the approval of special regimes. However, this period was largely exceeded and the only special regime that we can say was approved was the PCFR for the teaching profession. In this sense, it must be said that there are several categories of workers in special regimes whose PCFRs have not yet been approved. There were 14 special regimes, but the one for the teaching profession has already been approved, which means that we still have 13 to regulate”, he recalled.

On another front, Carla Lima also highlights that, until now, no one has benefited from salary adjustments or career progressions, neither under the special regime nor under the general regime.

“The parliamentary group decided to bring this question to question the government about the implementation of the PCFR and what measures are being taken to ensure that this regime is fully implemented and that the gains allowed to public administration workers are actually made effective. Because until now there has been no concrete gain for the worker, no one has had a salary increase, no one has had a promotion in their career due to either the special regime or the general regime, because until now there has been no effective implementation that guarantees concrete gains for public administration workers,” he stressed.

The first parliamentary session of this month takes place from May 7th to 9th and its central point is the questioning of the Government about the Legal Regime of Public Employment.

The proposed Organic Law of the Bank of Cabo Verde and the fifth amendment to the Electoral Code, currently under discussion in the specialty section, will also be debated.
