Africa-Press – Cape verde. The executive administrator of the Environment Fund, Dulcelina Costa, indicated today that the municipalities of Praia, São Vicente, Santa Cruz and Boa Vista have shown the weakest performance in the fulfillment and execution of projects financed by the fund.

Dulcelina Costa provided this information to the press after being heard at a meeting of the Parliamentary Commission of Inquiry on the Management of the Social Sustainability Fund for Tourism and the Environment Fund held this morning at the National Assembly, in the city of Praia.

According to the administrator, the municipal councils of São Miguel, São Domingos, São Lourenço dos Órgãos on the island of Santiago, Ribeira Brava de São Nicolau and Ilha Brava lead the list of “best performance” in the implementation of Environmental Fund projects.

São Miguel, he added, is the only municipality that already has all the projects completed and is currently waiting for the funds for the year 2024, this is because it has resorted to “financial leverage”.

As he explained, when the municipality submits the project, the technical team assesses whether it meets the conditions for disbursing the funds, and if it does not comply, the missing document will be communicated and then approved by the board of directors, a value, he stressed, “never higher ” to 25 percent (%).

When disbursing the amount, he clarified, the council must execute the amount and justify it to the fund, warning that there are municipalities that justify late or do not justify the total value of the amount, thus ending up being penalized because the remainder of the amount remains pending.

“The majority of municipalities have complied and executed normally, sometimes non-execution is linked to changes in projects because you can identify the project and along the way think that there is another project that would provide greater dynamics, so you request the change in essence ” he stressed, highlighting that the work is done based on internal procedures and standards.

Dulcelina Costa explained that the revenue collected annually is allocated to the budget and financing of projects, with 60% going to the municipalities, 30% to the central administration and 10% to the tourism and environmental enhancement program for rural villages carried out by companies and society organizations. civil.

In this legislature, which he has led since November 2020, he highlighted that the area of ​​intervention was defined as the Water and Sanitation sector with a focus on the issue of solid waste, household connection, construction of bathrooms, construction and improvement of cemeteries and harmonization of spaces animal confinement, corrals, slaughterhouses and municipal markets.

According to the same source, the Environment Fund works in advance to identify projects in close agreement with the municipalities that play a fundamental role in the country’s development.

“The environmental investment directive already sets out which project to be executed and the amount allocated to each project.
