Africa-Press – Cape verde. The Technical University of the Atlantic (UTA) has received approval from the Directorate-General of the Treasury to contract a loan of 199,900 contos from banks, intended for the implementation of activities foreseen in the Institutional Development Project, Inforpress learned today.

This information is contained in Resolution No. 46/2026 of the Council of Ministers, published in the Official Gazette on March 13.

According to the same document, the Technical University of the Atlantic (UTA) has prepared the Institutional Development Project (PDI-UTA) for the period 2025-2029, with the objective of guaranteeing the institutional consolidation and sustainability of the university.

The UTA’s PDI, it adds, foresees a set of structuring actions in terms of infrastructure, academic qualification and financial capacity of the institution, and its full execution depends on the mobilization of adequate funding.

In this regard, the State’s guarantee was requested, since UTA intends to seek bank financing from Banco Interatlântico, in the amount of 199,900 contos, intended for the implementation of the activities foreseen in the PDI (Institutional Development Plan).

According to the resolution, the overall term of the operation is twelve years, in accordance with the repayment period, under the terms approved by the creditor bank.

Also this month, the Government decided to extend the deadline for the installation of UTA until December 31st, maintaining the current rectoral team in office until the institution’s statutes come into force.

Among the reasons cited in the order signed by the Minister of Education, Amadeu Cruz, published in the Official Gazette, are the “impacts of the Covid-19 pandemic”, “subsequent global crises” and the “replacement of the rector mid-term, which caused delays in the full execution of the Mission Statement and in the completion of the installation process within the established deadline”.

It also cited delays in “the completion of the installation and operation processes of its organic units in Santo Antão and on the island of Sal, due to delays in the transfer of physical facilities and/or completion of adaptation works at the university campuses on these islands.”

It also mentioned “lengthy negotiations leading to the integration and effective entry into operation of the M_EIA and the implementation of the Research and Innovation Centers, with impacts on the reform of academic services,” among other things.
