According to a public notice issued by Acting Principal Secretary in the Ministry, Constance Vilakati, the Commission will start with internal interviews scheduled for 13 and 14 November 2025. Public consultations will then follow from 17 to 22 November 2025 at the Hlathikhulu Sports Centre, running daily from 10am to 5pm.
Vilakati explained that the inquiry had been established to investigate alleged irregularities in the governance, administration, and land management within Hlathikhulu. The Commission is chaired by legal expert Zandile Dlamini, with Fikile Dlamini and Gideon Mhlongo serving as members, and Buhle Makhubu Hlanze as Secretary. It is expected to operate for one month from its inaugural meeting.
The inquiry will focus on key areas, including governance and internal controls within the Town Board, spatial management and the growth of unplanned settlements, building control enforcement, and land allocation and sale practices.
