A major victory for local self determination was celebrated yesterday as the Minister of Tinkhundla Administration and Development, S’khumbuzo Dlamini, officially presented the Chiefdom Development Plan (CDP) to Chief Madubane at Dvokolwako Umphakatsi. This landmark event confirms the nation’s commitment to prioritizing community voices in its growth strategy.
Minister Dlamini emphasized that the CDP functions as more than just an official paper; it is a “framework meant to transform collective aspirations into concrete sustainable livelihood projects.” He stated that his Ministry, which spearheads Eswatini’s decentralized governance model, is convinced that true national progress and achieving a ‘First World Status’ must be constructed through a genuine bottom up approach.
The success of the plan’s creation is attributed to a crucial collaboration with the Eswatini National Trust Commission (ENTC), which supported the effort through the Mbuluzi Ecosystems Restoration Project. Significantly, Dvokolwako is the first of five chiefdoms in the project to officially launch its plan, establishing a strong model for other communities to follow.
Crucially, the Minister provided assurances regarding the plan’s execution. He pledged that his Ministry is fully dedicated to offering technical support and will actively prioritize the allocation of the powerful Regional Development Fund (RDF). This financial instrument will be directed toward funding the essential community projects identified within the CDP, ensuring the local vision translates into tangible results.
Chief Madubane, in his remarks, focused on the necessity of foresight and land stewardship. He spoke of the duty to maintain the land so it “remains fertile and well preserved,” and outlined a goal for a future where residents gain entrepreneurial skills and guaranteed access to clean, safe water.
Minister Dlamini concluded by urging local leaders to proactively use traditional wisdom to quickly settle potential disputes, like land issues, thereby safeguarding the hard-earned progress achieved through their collective effort.
