The African Tax Administration Forum (ATAF) has officially appointed Ms. Mary Baine as its new Executive Secretary, ushering in a bold era of leadership, innovation, and transformation in African tax systems.
Ms. Baine’s appointment, effective July 1, 2025, marks a historic moment not just for ATAF, but for the entire continent.
A seasoned leader with a strong record in public service and international cooperation, she becomes the torchbearer for a mission that empowers African nations through robust tax policy, capacity development, and homegrown solutions.
Before ascending to this top position, Ms. Baine served with distinction as ATAF’s Deputy Executive Secretary. Her leadership has already been instrumental in shaping strategic planning and enhancing multilateral cooperation. Her illustrious career includes serving as Rwanda’s Commissioner General of the Revenue Authority and as Permanent Secretary in the Ministry of Foreign Affairs.
“Ms. Baine’s appointment marks a new and exciting chapter in ATAF’s journey,” said ATAF Chairperson Edward Kieswetter. “Her extensive expertise, demonstrated leadership, and unwavering dedication to the Forum’s mission uniquely position her to lead ATAF in the next phase of its journey.”
Founded in 2009, ATAF has grown into Africa’s leading tax body, comprising 44 member nations. Its work in building efficient, effective, and equitable tax systems has been central to the continent’s efforts to mobilize domestic resources and uplift living standards. With Ms. Baine at the helm, ATAF is expected to amplify its impact, further embedding African perspectives into global tax dialogues.
The Forum also bid farewell to outgoing Executive Secretary Mr. Logan Wort, who has steered ATAF since its inception. Over his 15-year tenure, he transformed the organisation into a beacon of excellence in tax governance, capacity-building, and policy development.
