Rwanda is making significant strides toward becoming Africa’s next artificial intelligence (AI) powerhouse, with a $17.5 million investment (approximately Rwf25 billion) from the Bill & Melinda Gates Foundation. This funding will be used to establish the Rwanda AI Scaling Hub, a game-changing initiative designed to drive AI innovation across various sectors, including health, agriculture, and education.
The announcement was made by Yves Iradukunda, the Minister of State in the Ministry of ICT and Innovation, during a briefing with senators in Kigali last week. The new AI Scaling Hub is expected to support the development of startups and AI applications focused on solving real-world problems. These solutions will directly benefit underserved communities, particularly in rural regions, and address challenges specific to Africa’s unique context.
Rwanda’s ambitious move is further bolstered by its proactive approach to ethical AI development. The AI Scaling Hub is positioned as a key component of a larger continental effort, introduced at the Global AI Summit on Africa in April 2025. During the summit, four regional hubs were announced, with Rwanda’s Centre for the Fourth Industrial Revolution (C4IR) selected to host the very first one.
The $17.5 million investment is more than double the initial $7.5 million commitment the Gates Foundation had previously announced earlier this year. As Minister Iradukunda emphasized, this is just the beginning. The project’s scope and funding are expected to grow over time, with the AI Scaling Hub serving as a central platform for the responsible development and deployment of AI technologies that can address Africa’s most pressing challenges.
The initiative is designed to focus on a diverse range of transformative projects, such as telemedicine, AI-enabled ultrasound imaging, smart agriculture, and digital learning assessments. One of the key flagship projects is AI-powered telemedicine. In collaboration with Irembo, Rwanda plans to deploy an AI-driven remote health platform that will be accessible through SMS, chat, and voice. This platform is particularly aimed at reaching rural populations, allowing them to consult doctors and receive digital prescriptions in their local language, Kinyarwanda. Additionally, an AI triage tool will analyze symptoms and guide patients to the appropriate care.
Another exciting project is the AI-driven health supply chain initiative. The Rwanda Medical Supply (RMS) agency will use AI for demand forecasting and procurement intelligence. This technology will help prevent drug shortages, reduce costs, and optimize supplier monitoring in real-time, ensuring a more efficient and sustainable healthcare system.
Rwanda is also pioneering AI-enabled ultrasound imaging to improve maternal health. Nurses and midwives in remote areas will have access to AI-assisted ultrasound tools that can detect early pregnancy complications within minutes, helping to improve outcomes for mothers and babies.
The AI-powered agriculture advisory system is designed to provide smallholder farmers, especially women and youth, with real-time farming guidance via WhatsApp, SMS, and voice channels. This advisory system will cover everything from crop health and soil nutrition to pest control, with the goal of enhancing agricultural productivity and promoting climate-smart practices.
Furthermore, AI will be used to automate learning assessments in primary schools. Teachers will be able to upload photos of answer sheets for immediate analysis, enabling personalized feedback and data-driven instruction. This will support teachers in providing targeted learning support, particularly in overcrowded classrooms.
In addition to these initiatives, the AI Scaling Hub will also foster local innovation. It will provide startups with funding, mentorship, and access to computing resources, supporting them in scaling their AI solutions from prototype to implementation. The hub will also guide the development of policies that ensure the ethical and inclusive use of AI in both the public and private sectors.
Rwanda’s establishment of the AI Scaling Hub is not only an important step toward building a national tech infrastructure, but it also positions the country as a leader in Africa’s AI landscape. By focusing on responsible and ethical AI, Rwanda is setting an example for the rest of the continent on how to harness technology for the greater good. With global attention increasingly turning toward how Africa can leverage AI for development, Rwanda’s initiative offers a glimpse into a future where AI serves to address the continent’s most pressing challenges in classrooms, clinics, farms, and communities.
In this way, Rwanda is not just shaping its future but leading the charge for the entire continent in the ethical development and scaling of artificial intelligence.
