GRA Launches Competency Training for 4000 Officers

Africa-Press – Ghana. The Ghana Revenue Authority (GRA) has launched a week-long General Competency Development Programme, to sharpen leadership skills and improve service delivery among its senior officers.

The maiden session, which began on September 15, 2025, at the GRA Training Academy at Kpetoe in the Volta Region, forms part of a nationwide plan to build the capacities of 4,000 officers within the performance year.

The training, on the theme: “Training and Development: Building Competencies for Improved Performance,” is an initiative that seeks to align staff performance with GRA’s transformation agenda and revenue targets.

Dr Alexander Adomako, the Commissioner for Support Services Division (SSD), at the opening ceremony, described the programme as a strategic intervention to boost efficiency and professionalism across all units of the Authority.

“This training is not a routine exercise but a deliberate strategy to sharpen your leadership, deepen your knowledge, and improve service delivery at the Ghana Revenue Authority,” he said.

He reminded the participants that senior officers were not just technical staff but leaders whose conduct and influence directly shaped the image and effectiveness of the Authority.

Dr Adomako praised the Training and Development Department, Human Resources, Communications and Public Affairs, and other collaborating units for designing a forward-looking programme.

He outlined eight key focus areas for the training, emphasising that they were aimed at building a “total tax base” of officers, capable of addressing taxpayer needs across Customs, Domestic Tax, and Support Services.

“As senior officers, you must be able to respond confidently to enquiries beyond your immediate division. That is how we strengthen teamwork and efficiency,” he stressed.

The Commissioner urged participants to bond as a group and even adopt a collective name to mark their place in GRA’s history as pioneers of the competency programme.

“This group should be remembered as the trailblazers of this innovation. Let us bond, learn, and make sure we leave a legacy for others to follow,” he said.

He admitted that while a week was insufficient to master all aspects of GRA’s operations, the knowledge acquired should enable officers to provide accurate guidance and reinforce the Authority’s commitment to integrity.

Mr Augustine Adjei-Sefah, the Head of Training and Development, noted that the programme was carefully designed to prepare officers for leadership roles and strengthen ethical and customer-centric service delivery.

He said the modules would cover leadership, customer service, ethics, values, code of conduct, communication, GRA policies, and selected topics in Customs and Domestic Tax operations.

He indicated that the investment in training was critical to achieving GRA’s vision of professionalism, integrity, and excellence, and its long-term goal of raising revenue equivalent to 20 per cent of Ghana’s GDP.

The opening ceremony was attended by Deputy Commissioners, the Commandant of the Training Academy, training coordinators, facilitators, resource persons, participants, and representative of Chiefs of Kpetoe.
