IPOA Probes Death at Sifuna-Led Kitengela Rally

Africa-Press – Kenya. The Independent Policing Oversight Authority (IPOA) has launched a high-priority investigation into the death of a man during the chaotic political rally led by Nairobi Senator Edwin Sifuna in Kitengela on Sunday.

The move comes amid rising public outcry over the conduct of security forces during the “Linda Mwananchi” tour, which was headlined by several opposition figures, including MPs Babu Owino (Embakasi East), Caleb Amisi (Saboti), Saiya Governor James Orengo, Kisii Senator Richard Onyonka, and Vihiga Senator Godfrey Osotsi, among other leaders.

In a statement released Monday, IPOA Vice Chairperson Ann Mwangi confirmed that a rapid response team of investigators has been deployed to Kajiado County.

“The Authority noted with great concern the loss of life and injuries during the Kitengela political rally, allegedly occurring as members of the National Police Service endeavored to maintain law and order,” the statement read.

The team is tasked with unraveling the circumstances that led to the fatality, which occurred as police reportedly moved in to disperse the crowds.

The probe will specifically focus on whether the police’s use of force was justified, proportionate, or a violation of constitutional standards.

The victim has been identified as 28-year-old Vincent Ayomo.

Senator Sifuna, who has been vocal in his condemnation of the incident, alleged that both police and “hired goons” used excessive force on peaceful attendees.

Sifuna maintained that the rally was lawful and has vowed to pursue justice for Ayomo’s family, characterizing the disruption as a blatant attempt by authorities to suppress democratic freedoms.

“We will pursue justice for his family and ensure that those responsible are held accountable,” Sifuna said, while expressing condolences to the family.

The National Police Service has maintained that officers were on-site to preserve law and order, but the scene quickly turned into a battlefield of teargas and confrontations. IPOA has expressed “great concern” over the loss of life and the various injuries reported by supporters caught in the fray.

As the independent watchdog begins its work, the findings are expected to be made public, with recommendations for prosecution or disciplinary action if any officer is found culpable.

IPOA said its intervention is in line with its constitutional mandate to hold police accountable and ensure their operations comply with the law. It added that findings of the investigation will be made public and recommendations issued to relevant agencies if culpability is established.

The authority also extended its condolences to the family and friends of the deceased and wished those injured a quick recovery.

The incident has raised fresh concerns over the conduct of police during political gatherings and the safety of civilians attending such events.

IPOA, however, assured the public that it remains committed to ensuring transparency and professionalism in policing and holding officers accountable where wrongdoing is established.

“The Authority remains committed to its mandate of holding the National Police Service accountable and ensuring police operations are conducted transparently, professionally, and in full compliance with the law,” the statement said.
