Africa-Press – Kenya. ODM leader Raila Odinga now says that the role of oversighting the governors should be left to Members of the County Assemblies (MCAs).
Speaking during a joint parliamentary group meeting between ODM and UDA, Raila said that it should not be the responsibility of Senators.
He went on to say that Senators have been wasting time summoning governors to appear before them and respond to questions about roads, some of which are solely undertaken by the National Governments.
“Oversighting Governors is the responsibility of MCAs, not the Senate. Senators are wasting the governor’s time, to come and answer questions about roads,” Raila said.
The former Prime Minister also reiterated his calls to have more development funds channelled towards the county governments.
He insisted that the role of Members of the National Assembly should strictly be the formulation of laws and oversighting.
Raila said they should not take part in development projects because there is no one to oversight them.
He added that most of the projects they implemented are now the responsibility of county governments, therefore making them obsolete.
“Constituency is not an element of devolution. Devolution remains at the county and at the constituency, the county government does implementation of projects, but the national governments are supposed to implement national programmes,” Raila stated.
“MPs should not be involved in development, they are supposed to be oversighting. If you are involved in the construction of schools and roads, who is going to oversight you? Your Excellency, these MPs should have nothing to do with development should be left to counties,” Raila stated.
He said that MPs may not agree with him, but that is the truth.
