GAC Boss Reveals First Audit Of Presidency And Senate

Africa-Press – Liberia. The Auditor General of Liberia, Mr. P. Garswa Jackson, has revealed the unprecedented undertakings of the General Auditing Commission (GAC) under his belt as head of the nation’s supreme auditing institution (SAI).

The GAC boss publicized that for the first time in the nation’s history, the Commission has audited the Office of the President of Liberia, the Liberian Senate, and is nearing completion of the House Representatives’ audit.

Speaking on Tuesday, February 8, 2026 at occasion making the launch of a five-year 2026-2030 Strategic Plan of the GAC, Mr. Jackson pointed out that these efforts are aimed at strengthening transparency and accountability in public governance.

He indicated that these efforts are in line with the Commission’s vision of enhancing transparency and accountability in the governance system of the country, hoping that more would be achieved in the coming years.

According to him, the five-year plan is a roadmap that focuses on public accountability, financial independence, and digital transformation to ensure transparency and governance excellence in Liberia.

More to that, Jackson highlighted a comprehensive ten-year strategic roadmap designed to modernize the nation’s oversight of public finances.

He outlined a shift from past achievements toward a future defined by digital transformation, financial independence, and operational excellence, aiming to align the country’s auditing practices with global benchmarks.

By focusing on strengthening public accountability and safeguarding resources, he explained that the plan seeks to foster a culture of integrity that bridges the gap between government actions and citizen trust.

Ultimately, the GAC boss used the platform to call for unified stakeholder collaboration to ensure these institutional reforms translate into transparent governance and measurable value for the Liberian people.

“This plan represents a bold and forward-looking roadmap to strengthen public accountability, enhance audit impact, and reinforce institutional resilience in Liberia’s government infrastructure. Over the past 5 years, the General Auditing Commission has made significant strides in expanding audit coverage, improving quality assurance, and deepening stakeholders’ engagements,” Mr. Jackson told the audience amid cheers.

These achievements, he recounted, were realized despite resource constraints and operational challenges, thus reflecting the unwavering commitment of the GAC team to uphold the principles of integrity, transparency, and independence.

“As we transition into a new strategic cycle, we are determined to build on these gains and address emerging risks in an increasingly complex public finance environment. The 2026 to 2030 strategic plan is anchored on five strategic goals: transform audit delivery, pursue financial independence, enhance operational excellence, leverage technology and digital transformation, and improve people and culture. Through this plan, we aim to position the General Auditing Commission as a proactive Supreme Audit Institution that maintains international standards and delivers measurable value to the citizens of Liberia.”

The plan, he furthered, aligns with the GAC’s mandate, and it responds to the involved expectations of the legislature, development partners, and the public, stressing that its successful implementation will require sustained collaboration, adequate resourcing, and unwavering support from all stakeholders committed to transparency and good governance.

He called on all stakeholders, government institutions, civil society organizations, development partners, and the citizens of Liberia to join the GAC on this journey, adding: “Together, we can strengthen accountability, safeguard public resources, and build a governance system that inspires trust and confidence.”

The Legislature, through its Public Account Committee, the Press Union of Liberia, and anti-graft institutions at the occasion, pledged their unwavering support to working with the GAC as it works in the interest of the people.
