Africa-Press – Liberia. The Ministry of Justice (MOJ), in collaboration with key national and international partners, on Tuesday, November 11, 2025 convened a Stakeholders’ Roundtable Dialogue focused on the designation of a National Preventive Mechanism (NPM) and the advancement of critical human rights initiatives in Liberia.

The event brought together representatives from government ministries and agencies, civil society organizations, human rights institutions, the UN and international development partners.

The forum provided a platform for open dialogue, collaboration and strategic planning to strengthen Liberia’s compliance with international human rights obligations, particularly under the Optional Protocol to the Convention Against Torture (OPCAT).

Delivering welcome remarks on behalf of the Minister of Justice and Attorney General, Atty. Siaffa Bahn Kemokai, Special Assistant to the Minister, reaffirmed the Government’s steadfast commitment to fulfilling its treaty obligations under the Optional Protocol to the Convention against Torture.

He noted that the dialogue was especially timely, following the recent return of the Liberian delegation from Geneva, Switzerland where it participated in the Fourth-Cycle Review before the Human Rights Council under the Universal Periodic Review (UPR) mechanism.

Key presentations during the roundtable highlighted progress and ongoing efforts, including the report from the Subcommittee on Prevention of Torture (SPT) Delegation’s advisory visit to Liberia in September 2025.

The Draft Bill for the Abolition of the Death Penalty, the 2011 National Anti-Torture Bill, currently under review and the Draft Human Rights Defenders Policy.

Additional presentations were delivered by representatives of the Office of the High Commissioner for Human Rights (OHCHR), the Coalition of Human Rights Defenders, and the Ministry of Justice, outlining amongst others, various NPM Models and Frameworks for consideration.

The roundtable concluded with participants reaffirming their collective support for designating the Independent National Commission on Human Rights (INCHR) to host the National Preventive Mechanism, recognizing the unique national context and the Commission’s pivotal role in advancing human rights in Liberia.
