UNODC supports Mozambique and Egypt to strengthen counter-terrorism cooperation

Africa-Press – Mozambique. Mozambique has faced a violent insurgency in its northern Cabo Delgado province since 2017, linked to Islamist extremist groups. The conflict has displaced over one million people and disrupted major economic sectors, including natural gas projects. Despite ongoing military interventions by Mozambican security forces and regional allies, sporadic attacks have continued, with recent incidents in early 2025 underscoring the persistent threat.

As part of ongoing efforts to strengthen Mozambique’s criminal justice responses to terrorism and organized crime, UNODC facilitated a high-level exchange visit by senior Mozambican officials to Egypt on 5-8 May 2025. The four-day visit formed part of a broader initiative funded by the European Union, and aimed at equipping Mozambican officials with the tools, knowledge, and good practices needed to effectively combat terrorism while upholding human rights and the rule of law.

As the country works to build resilience to terrorism, the exchange visit provided a timely opportunity for senior Mozambican officials to learn from Egypt—a regional leader in counter-terrorism—whose comprehensive and structured approach has yielded strong results in preventing, investigating, and prosecuting terrorism-related offences.

The Mozambican delegation included representatives from key institutions, including the National Criminal Investigation Service (SERNIC), the Office of the Attorney-General (PGR), the Supreme Court (TS), and the Ministry of Justice, Regional and Constitutional Affairs (MJCR). During their stay in Cairo, the participants took part in a series of high-level meetings and field visits to key investigative and prosecutorial authorities with mandates in counter-terrorism.

These engagements offered the delegation an opportunity to gain first-hand insights into Egypt’s multi-layered approach to tackling terrorism—ranging from legal frameworks and evidence collection to judicial coordination and intelligence-sharing.

“With the exchange we’ve had with Egypt, we’re in a position to prevent and combat new types of criminal offences, most notably terrorism and its financing, as well as cryptocurrencies” – highlighted one participant.

Through structured discussions and institutional presentations, the delegation deepened their understanding of case management, inter-agency cooperation, and prosecution techniques that uphold the rule of law and international human rights standards. The delegation also explored how Egypt’s coordination among law enforcement, the judiciary, and the Financial Intelligence Unit can serve as a model for Mozambique’s evolving strategies.

This visit supported Mozambique’s ongoing efforts to strengthen investigative and prosecutorial capacities and improve inter-agency coordination mechanisms. Long-term institutional partnerships forged during the visit aim to sustain knowledge exchange, bilateral police and judicial cooperation, and mutual support between the two Member States.
