Africa-Press – Mozambique. Commission 1 of the Parliamentary Assembly of the Community of Portuguese Speaking Countries (AC-CPLP) expressed concern this Tuesday, in Luanda, over the fact that “the Guinean parliament is being prevented from exercising its mandate of representing the people” , suggesting dialogue to overcome the crisis.

Speaking to the press, the president of this AP-CPLP commission, responsible for matters of Policy, Strategy, Legislation, Citizenship and Circulation, Portuguese deputy Porfírio Silva, said that the situation that the Parliament of Guinea-Bissau is experiencing represents “a disregard for the constitutional principles of that Republic”.

The President of Guinea-Bissau, Umaro Embaló, recently dissolved that country’s Parliament due to armed clashes between the National Guard and the Presidency’s battalion, claiming it was an attempted coup d’état.

“It is not up to the AP-CPLP nor the member states to tell the people and institutions of Guinea-Bissau how they should resolve their issues, or what their laws and leaders should be, but in respect for the statutory principles of the CPLP and the AP-CPLP we cannot fail to emphasize the need for the solution to be found in respect for the Constitution and laws and the restoration of constitutional normality”, he stressed.

Deputy Porfírio Silva of the Assembly of the Portuguese Republic understands that the solution must be found through dialogue, for whom there can only be understanding within the framework of respect for the Constitution and laws and respect for the popular mandate.

In this regard, Commission 1 of the AC-CPLP decided to preside over the organization’s Parliamentary Assembly, currently held by Equatorial Guinea, to consider holding a Conference of Presidents of Parliaments to address the issue and contribute to resolving the problem..

AP-CPLP Permanent Secretariat installed in Luanda

Committee 1 of the CPLP Parliamentary Assembly was pleased to verify the entry into operation of the Permanent Secretariat of the AP-CPLP, based at the National Assembly of Angola, in Luanda.

Deputy Porfírio Silva said that they had been working effectively on this project of institutional consolidation of the CPLP Parliamentary Assembly for several years, with the commitment and dedication of the deputies of the Angolan Parliament.

“And today we can see the entry into operation of the Permanent Secretariat, with the presence, for the first time, of the first permanent secretary, Pedro Beia, appointed by Equatorial Guinea, who currently presides over the CPLP Parliamentary Assembly”, he noted.

On the other hand, the president of the National Monitoring Group of the Parliamentary Assembly of Portuguese-Speaking Countries, Virgílio de Fontes Pereira, highlighted the fact that Angola has been committed to achieving the institutionalization of the AP-CPLP Permanent Secretariat. in Luanda.

He was pleased with the fact that they had the support of all the parliaments of the member states in this journey.

“It is with great satisfaction that we see the efforts of the National Assembly of Angola crowned with this success, that of the effective institutionalization of the Permanent Secretariat of the AC-CPLP, also translated into the appointment of its first permanent secretary”, he expressed.

He noted that the existence of the AC-CPLP Permanent Secretariat is an unquestionable guarantee for improving the dynamics and quality of the work of the CPLP Parliamentary Assembly.

For him, the work of the AC-CPLP Permanent Secretariat will bring about greater rapprochement between the people of the organization’s member countries.

“It is a sure guarantee that there will be more dynamics, participation and more interaction in the activities of the parliaments of the CPLP States”, he concluded.

The first Permanent Secretary of AC-CPLP, Pedro Beia, promised to work with all parliaments for the success of the CPLP space, in strict respect for the democratic rule of law and the principles of separation of powers.

The CPLP Parliamentary Assembly was established by the XII Council of Ministers of the Community of Portuguese-Speaking Countries, which took place in November 2007, in Lisbon, Portugal.

The Community of Portuguese Speaking Countries (CPLP), created on July 17, 1996, in Lisbon, is made up of Brazil, Cape Verde, Guinea-Bissau, Equatorial Guinea, Portugal, Mozambique, São Tomé and Príncipe and East Timor.
