Africa-Press – Mozambique. Mozambican president Daniel Chapo urged district administrators of the country’s 154 administrative subdivisions to invest in innovation as a way to overcome challenges and to be “sensitive to the suffering” of the population.
“The district cannot be a mere receiver of orders. It must be the hub of local leadership, a space for innovation, a territory for strategic planning, and a centre for public decisions informed by the needs and potential of local communities,” President Daniel Chapo said on Wednesday.
Speaking at the opening of the 9th National Meeting of District Administrators, in Vilankulo, Inhambane province, President Chapo urged district administrators to “plan based on real data, mobilize local resources, promote partnerships with the private sector” nationally and internationally, and with civil society, as well as with community and religious leaders and all social strata.
“Each administrator here must have a single objective: to improve the conditions of the district’s population, improve the district’s indicators in agriculture, industry, health, education, infrastructure, tourism and all those within the district. The administrator must have this mission, which is: I have found the district this way and I want to work to leave it in a better condition,” he stated.
“We want administrators capable of boosting local value chains, boosting local agribusiness, fishing, tourism, mineral processing, technical and professional training, and capitalizing on the historical, cultural, and sporting potential to attract investors and tourists to their district,” the Mozambican head of state urged.
For Daniel Chapo, the district administrator must design programs aimed at attracting and retaining trained and talented young people in their district to promote the exploitation of local potential, benefiting the district’s economic and social development.
The district’s transformation “must begin with good governance”, possible only with “firm, transparent, and honest local leadership – a leadership that plans, implements, evaluates, and continually exceeds good results,” he said.
Mozambique is divided into 154 districts, plus seven municipal districts in the city of Maputo, totalling 161 in the country. These districts are the country’s main administrative unit, subdivided into administrative posts and subsequently into localities.
