The Association of Local Authorities in Namibia, the Namibian Association of Local Authorities Officials, and the Namibia National Mayors Forum recently signed a Memorandum of Understanding in Windhoek, culminating in the establishment of the Local Government Umbrella Association.

Speaking at the signing ceremony, Association of Local Authorities in Namibia (ALAN) president Samuel !Oë-Amseb highlighted how the establishment of the new association will bring unity in local governance. “We choose a different path, one of consolidation, cooperation and strategic alignment of all our associations into one unified voice to be a Local Government Umbrella Association,” he said.

“The amalgamation of our associations is a bold step towards building a unified platform that speaks with clarity, negotiates with strength and advocates with purpose,” said !Oë-Amseb. The agreement will lay the foundation for harmonised operations, shared resources, and a coherent policy voice that reflects the realities and aspirations of local governments. !Oë-Amseb also expressed his gratitude to the leadership of ALAN, Mayors Forum and Namibia Association of Local Authorities Officials (NALAO) for their commitment to reform local government associations.“Through this umbrella association, we shall have a responsive and impactful organisational structure that speaks to the realities facing our residents,” he said.

Some of the association’s objectives include inclusive governance that empowers every local authority, regardless of size or geography and transparent processes that uphold accountability and public trust.

Also speaking at the signing ceremony, NALAO president Moses Matyayi stated that the establishment of the Local Government Umbrella Association is key to solving the unique challenges of local governance.“I am confident that this partnership will amplify our impact, foster knowledge sharing, and enhance our capacity to address the unique challenges and opportunities facing our local authorities,” said Matyayi.

The Local Government Umbrella Association further aims to strategically collaborate to enhance service delivery and policy influence at national and regional levels.
