MS Melissa Araes, Legal Advisor on Hydrogen at the Namibia Green Hydrogen Programme, has returned from an information visit to Berlin and Hamburg, Germany, where she explored the country’s green hydrogen industry and policy framework. The study trip offered insights into how Germany aligns policy, technology, and finance to advance decarbonisation and foster a robust hydrogen sector.
The week-long visit, part of Germany’s “Visitors Programme,” brought together professionals from Africa, Latin America, North America, Europe, Asia, and the Middle East. Participants engaged with public institutions, research bodies, project developers, and industrial clusters to gain first-hand knowledge of Germany’s hydrogen strategy and operations.

At work, Ms Araes focuses on regulation, institutional frameworks, and policies that either enable or hinder the energy transition. She said witnessing Germany’s green hydrogen industry “felt like stepping into a live case study of what happens when policy, politics, and technology all pull in the same direction.”
“The question is not whether Africa can produce green hydrogen—we already can. The real challenge is whether we can build the institutional clarity, regulatory certainty, enabling policies, infrastructure planning, and skills base to turn that potential into industries that create jobs, value, and resilience for our people,” Ms Araes said. “Germany has its ‘house in order’ on hydrogen, and there is a lot the rest of us can learn.”
The Federal Republic of Germany’s Visitors Programme enables key individuals from around the world to participate in themed fact-finding trips, fostering authentic insights, networking, and long-term collaboration opportunities.
