Africa-Press – Namibia. Information and Communication Technology Minister Emma Theofelus last week launched the Scam Report Namibia Mobile Application.

The tool is designed to help citizens report scams, receive real-time alerts and access online safety tips. The app was unveiled at the Namibia International Cybersecurity Conference and Exhibition in Windhoek.

“This is a proudly Namibian innovation. The app allows citizens to report scams, get real-time alerts and learn how to stay safe online. It’s not just a tool but an investor-ready digital solution designed to tackle cyber threats at the grassroots level. I urge our partners here to support its scale-up across the country,” Theofelus said in a speech delivered on her behalf. She noted that the ministry continues to lead efforts in digital safety through its ongoing Cybersecurity Awareness Campaign, which includes weekly online sessions open to the public and institutions.

“We also provide training to organisations upon request. I encourage all of you to attend, participate and invite your networks,” she added.

Cybercrime Bill

Addressing the status of the long-awaited Cybercrime Bill, Theofelus said delays have been partly due to a shortage of local expertise in cyber law.

The issue affected the drafting of the Data Protection Bill.

However, she confirmed that significant progress has now been made, and drafting is underway.

She stressed the urgent need to build national capacity in ICT legislation. In addition, Theofelus called on partners to collaborate on initiatives aimed at strengthening Namibia’s legal and policy framework in the digital space.

“Without this, we cannot thrive in the digital economy. Cybersecurity is not just a technical issue. It is also a matter of ethics. The way we engage with each other online reflects our values as a society,” she added. The minister announced that the ministry will soon launch a National Ethical Use of Social Media Campaign to encourage responsible digital citizenship and protect vulnerable groups from online abuse.
